About the Office of Community and Rural Affairs (OCRA):

OCRA works with local, state, and national partners to provide resources and technical assistance to aid communities in shaping and achieving their vision for community and economic development.

Role Overview:

The Community Development Block Grant Program Manager (CDBG PM) position serves the Office of Community and Rural Affairs (OCRA) and the Lt. Governor as the individual responsible for assisting with the everyday development, delivery, and administration of the State and Small Cities CDBG Programs, and other related programs in compliance with the U.S. Department of Housing and Urban Development (HUD) rules and regulations while directly supporting the State CDBG Program Director.

Salary Statement:

The salary for this position traditionally starts at $43,888.00 but may be commensurate with education or work experience.

About the Job

The CDBG Program Manager will provide strategic management for multiple CDBG-funded grant programs and related projects, including leading all team efforts related to OCRA's competitive awarding programs including pilots. Depending on expertise and experience, the CDBG Program Manager may be assigned additional duties by the CDBG Program Director.

Essential functions include, but are not limited to:

  • Coordinating and managing routine work activities related to the state's CDBG competitive grant programs on behalf of OCRA.
  • Processing client requests to conduct income surveys in accordance with established CDBG program policies and procedures.
  • Assisting OCRA field staff, non-entitlement communities, and local grant administrators with project development questions, sharing expertise and best practices to promote the overall quality of funding applications submitted.
  • Attending and participating in community meetings regarding the CDBG program to provide technical assistance on CDBG program requirements and the effective administration of CDBG-funded projects.
  • Planning and implementing the CDBG grant application process; reviewing requests for bonus points, awarding program-specific points, and performing reviews of grant applications for funding recommendations.
  • Identifying external stakeholder training needs (i.e. local leaders, grant administrators, etc.); designing and delivering all CDBG-related training programs; and evaluating their effectiveness.
  • Developing instructional materials and resources for both internal and external groups.
  • Coordinating cross-cutting CDBG program activities with partner divisions and departments, as well as with other governmental agencies.
  • Retrieving data for reports and conducting statistical comparisons of information gathered.
  • Preparing annual reports for the CDBG Program and tracking the progress of CDBG-fund projects to ensure compliance with federal regulations.
  • Preparing and monitoring contracts for consulting services needed to carry out CDBG activities and projects.
  • Assisting in the supervision of the efficient utilization of resources to make recommendations to the State CDBG Program Director on improvement opportunities as needed.

Additionally, the ideal candidate will also have:

  • BA/BS degree in Public Administration, Public Service, Business Administration or a minimum of two (2) years work experience in Community Development.
  • Two (2) or more years of responsible professional-level government finance and grant accounting experience.
  • Experience with federal grants (i.e. Community Development Block Grant (CDBG)/Section 8/HUD HOME Investment).
  • Knowledge of principles of governmental accounting and budgeting, public administration, management, fiscal monitoring, and control mechanisms; federal, state and local codes, rules, and regulations.
  • Experience working with HUD databases and reporting tools including IDIS and DRGR.
  • Extensive knowledge of state and federal agencies involved in CDBG-funded projects/programs.
  • Extensive understanding of the relationships between Indiana's community economic development goals and the various programs and services provided by OCRA and its partners.
  • Ability to maintain effective working relationships with federal and state agency partners.
  • Ability to develop and implement new principles and program policies with consideration for any far-reaching implications related to changes implemented.
  • Ability to interpret federal rules and regulations and to explain them to internal and external stakeholders.
  • Ability to work under pressure and strict deadlines with meticulous attention to detail and high-level accuracy both individually and in a team setting.
  • Ability to communicate orally and in writing.
  • Ability to travel occasionally within the state and nationally.
