Duties

-Serves as a senior program analyst and deputy program manager and advisor to the Director of Office of Commercial Economic Analysis (OCEA) on matters relating to the assessments, analyses, and planning operations and activities.

-Develop and implement analytic and planning projects and programs for OCEA that address the mission requirements tasked to the organization by SAFIAA, USAF, and DoD Components.

-Incumbent serves as a commercial economic analytic leading authority and technical expert to senior officials, intelligence specialists, program managers, andIor other agency representatives, particularly in the area of inter-organizational and intra-organizational planning and analysis.

-Participates as an expert representative in working groups and prepares correspondence, briefings, specifications, and other documentation relevant to assigned projects.

    Qualifications

    This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

    EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities; Expert knowledge of acquisition policy and guidance, and the role risk plays throughout a weapon systems lifecycle, acquisition intelligence analysis mission and strategy, and roles and responsibilities of risk management offices in support of USAF research laboratories, acquisition program offices, and lifecycle management, nuclear, sustainment, and system testing enterprises; Extensive knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national Intelligence Community (IC), DoD, and USAF; Knowledge and understanding of administrative and management principles, practices, methods and techniques, and skill in integrating those services with the general management of the organization; Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Comprehensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities.

    2.Expert knowledge of acquisition policy and guidance, and the role risk plays throughout a weapon systems lifecycle, acquisition intelligence analysis mission and strategy, and roles and responsibilities of risk management offices in support of USAF research laboratories, acquisition program offices, and lifecycle management, nuclear, sustainment, and system testing enterprises. Extensive knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national Intelligence Community (IC), DoD, and USAF.

    3. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.

    4. The incumbent must be able to analyze information and data, and assess progress of programs, projects, and processes; identify areas needing emphasis, and thus provide guidance and leadership in implementing effective methods to task support work, resolve problems, correct deficiencies, evaluate support to management and assure that the management's objectives are being met.

    5. Knowledge and understanding of administrative and management principles, practices, methods and techniques, and skill in integrating those services with the general management of the organization.

    6. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.

    CONDITIONS OF EMPLOYMENT CONT'D:

    1. Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

    2. Drug Testing: This position has been designated by the AF as a Testing Designated Position (TDP) under the AF Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety.

    3. Education and/or expert level of experience within the Program Management field, as it applies to R&D projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.
    4. The incumbent works in a sensitive politico-intelligence-military environment and must possess the innate ability to quickly grasp the gravity of any given situation, formulate a plausible solution, and be able to present ideas to and discuss matters with senior-level management.

    5. Ability to identify current and potential problems based on daily observation or study; analyze and measure the effectiveness, efficiency, security, and productivity of analyses and develop written and oral recommendations and solutions for improvement also assignment requires a working knowledge of security policies, a proficiency in program management, and written and oral communication skills sufficient to devise, justify, explain, or articulate a variety of requirements and procedures.

    6. Mastership to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources based on mature judgment and experience, and present and/or defend a position effectively.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
