Job Summary

Join our dynamic team at the Minnesota Department of Health (MDH), where your passion for public health can make a tangible impact on the well-being of all Minnesotans. As the Data Portal Product Owner you will manage all aspects of the MN Public Health Data Access Portal, a major public facing MDH application that has a significant statewide impact on public health data access and visualization.

Primary responsibilities include:
  • Manage the development, maintenance, and strategic enhancement of MN Public Health Data Access Portal.
  • Lead data portal informatics, technical assistance, standards, and evaluation to support data to action and increase public dissemination of MDH data and analyses.
  • Lead data dissemination collaborations for Environmental Public Health Tracking Program.
The location of this position is St. Paul, MN, however candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; telework schedules are based on the Unit's operational needs and are at the supervisor's discretion.

Qualifications

Resumes must clearly reflect these minimum qualifications to be considered:
  • Four (4) years of experience conducting informatics projects using advanced data analysis and visualization programming techniques. This experience must include demonstrated data management and quality assurance.
Additional minimum qualifications assessed during the interview process:
  • Ability to manage complex data systems, balancing multiple needs and trade-offs for effective visualization, consistency, customer focus, and quality assurance.
  • Strong core analytical, coding, data management and design skills.
  • Understanding of health data and data standards.
  • Excellent problem-solving, prioritization, and project management skills.
A related master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for twelve (12) months of experience; and associate's degree may substitute for six (6) months of experience.

Preferred Qualifications
  • Master's degree in Public Health, epidemiology, biostatistics or related field.
  • Expert coding and troubleshooting using R, RStudio.
  • Expert ability to organize and manage data, data bases and related code using GitLab.
  • Strategies for achieving effective data acquisition, management, quality, storage, use, and application to address population public health needs.
  • Ability to plan and execute short- and long-range goals and objectives with clear workplans and deliverables.
  • Ability to research and communicate the capabilities and limitations of information technologies and informatics solutions.
  • Informatics project/product portfolio management and database and data warehouse development, use, and management.
  • Data quality control procedures.
  • Project evaluation methodologies.
