LMI is seeking a Human Capital Consultant to support a Department of State client to directly support the Bureau of Consular Affairs' Directorate of Passport Services (CA/PPT). The Human Capital Consultant will serve as a job series SME and deliver a comprehensive review of specific passport and visa examining job positions, assessments of pay, and provide in-depth analysis of findings and associated recommendations to DoS key leaders. The candidate filling this position must be proactive, articulate, and comfortable interacting with CA and DoS leaders. All candidates must reside in the Washington DC region and will be mainly remote, with the ability to attend work on-site as needed.

ResponsibilitiesSupport the comprehensive job series assessment process and all Human Capital contracted deliverables Present grade level associated duties of the job series positions meet the organizational functional needs IAW with OPM standards Preform a review of OPM locality pay and capture challenges related to expanded telework Provide in-depth analysis of Human Capital functions in professional presented findings to DoS leaders Assist in briefing assessment findings and recommended courses of action to DoS Provide detailed analysis of resource alignment needs across DoS Passport services domains and capabilitiesAggregate and track all correspondence to DoS and LMI leaders as it relates to Human Capital support Developing procedures, plans, schedules, and documents required for execution of the human capital assessment process in support of PMO function and HC Senior ConsultantQualificationsRequired:5-7+ years of experience advising and or functioning as a Human Capital expert to government and/or military organizations at the mid-manager level Bachelor's Degree preferred in business, management, engineering management, organizational psychology, and or Human ResourcesExperience in direct support to multi-quarter and/or multi-year research efforts that drive organization change and transformationMust be self-starter, affable teammate, and stay client orientedMust be able to work with multiple stakeholders in different parts of the country both in person and through remote technologiesProven ability to plan, prioritize and execute on multiple workstreams at one timePreferred:Consulting experience with the Department of State (or similarly sized and mission-oriented government organization or intelligence agency) and/or the US Military at unit staff levelChange Management, PMP, Six Sigma, and/or Lean Methodologies certification (or direct experience applying)Direct experience ensuring and or auditing for OPM level compliance
