ROLE SUMMARY

We are in search of a Human Capital Analyst to facilitate Manpower and Process Improvement Support, contributing to the mission of the Human Capital Development Branch.


KEY RESPONSIBILITIES:

The following outlines the essential functions of this role, though additional tasks may be assigned as necessary:

  • Develop organizational and functional charts for various divisions, applying manpower standards and conducting analyses in accordance with relevant guidelines.
  • Collaborate with relevant departments to gather monthly Unit Manpower Documents (UMDs) and Unit Personnel Management Rosters (UMPRs) for review by leadership.
  • Initiate government-directed manpower changes to ensure accurate representation of UMDs and associated UMPRs.
  • Maintain and update the internal manning/personnel Situation Report (SITREP) weekly, publishing it monthly for leadership review, incorporating UMD and UMPR details.
  • Reconcile all manpower documentation to reflect any changes, updates, or deletions.
  • Draft manpower change actions for various personnel programs and conduct studies to define justifiable manpower requirements.
  • Assist in the collection, storage, and management of manpower update information for current and future fiscal years, coordinating with various departments as needed.
  • Engage in the Manpower Integrated Process Team to evaluate work processes and optimize the mix of military, civilian, and contractor personnel.
  • Act as a process improvement analyst, focusing on enhancing the efficiency of human capital services. Assess current processes and identify areas for improvement, implementing changes upon approval.
  • Utilize Microsoft Office Suite effectively for research, writing, coordination, and revision of communication materials.
  • Communicate professionally across various levels of the organization.
  • Perform duties as required, including potential telework arrangements.

QUALIFICATIONS:

Education & Experience:

  • Bachelor's Degree in Business Administration, Human Resources, or a related field.
  • 7+ years of experience in manpower and personnel program management.
  • Understanding of military roles and missions.
  • Familiarity with human capital development initiatives.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office Suite.
  • Active Secret Clearance required.
