Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.\r
MDEM's mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland's communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources "to shape a resilient Maryland where communities thrive." We do this by being Maryland's designated source of official risk reduction and consequence management information.\r
NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.\r

Main Purpose of Job

This position resides within the Mission Support Directorate, Program Management Office,\r
Grants Administration Branch and reports to the Grants Administration Branch Manager\r
(GABM).\r
The Special Grants Supervisor is directly responsible for the supervision of all grant\r
administrators within the "special grants'' portfolio. Currently, this includes the Hazardous\r
Materials Emergency Preparedness (HMEP) grant, the State and Local Cybersecurity Grant\r
Program (SLCGP), Targeted Violence and Terrorism Prevention (TVTP) grant, Emergency\r
Operations Center Grant Program (EOCGP), Regional Catastrophic Planning Grant Program\r
(RCPGP), and the National Capital Region (NCR) Urban Area Security Initiative (UASI)\r
grant program. The Grant Supervisor will provide guidance and training for the administrators\r
and monitor the MDEM portion of the award, to ensure the successful administration of all\r
special grants across Maryland.\r
This position requires an advanced-level competency in\r
federal grant administration, specifically as this applies to the grant requirements of each\r
special grant. The Special Grant Supervisor must be able to apply federal and state statutes,\r
regulations, and guidance to the administration of special grants including, but not limited to:\r
2 CFR200, Notice of Funding Opportunities, Grants Preparedness Manual, DCHSEMA\r
Subrecipient Handbook, NCR PMPs, and FEMA IBs. The Special Grant Supervisor must be\r
able to guide and advise grant administrators through complex tasks as well as create work\r
plans for staff to ensure all work is delivered in an accurate and timely manner.�\r
This position\r
is expected to interact, on a routine basis, with FEMA Region III, FEMA HQ officials, other\r
federal entities, and the DC SAA, as appropriate, regarding grant administration matters. This\r
position serves as the primary advisor for the GABM on all special grant matters.\r

POSITION DUTIES

Serve as the primary MDEM point of contact for the grant�administration functions germane to grants assigned to the "special�grants" portfolio. This includes, but is not limited to:\r
● Serving as the primary advisor to the Grants Administration Branch�Manager (GABM) on all issues pertaining to special grant�administration\r
● Providing direct and close supervision to the Special Grant�Administrators including providing work plans that facilitate�day-to-day execution of tasks required to ensure success of both�grant programs\r
● Providing evaluation of, development of, and discipline of grant�administrators\r
● Responding to special-grant-related requests for information from�subrecipients, MDEM Senior Leadership, and/or the GABM\r
● Achieving and maintaining a mastery-level of understanding of all�special grant related statutes, regulations, policies, procedures, and�other authoritative documentation\r
● Reviewing relevant subrecipient documentation, as appropriate\r
● Facilitating communication between FEMA R3, FEMA HQ,�MDEM, DC HSEMA and subrecipients on special grant matters\r
● Tracking all related reimbursement submissions and providing status�updates to the GABM\r
● Develop/document existing and/or new grant administration�processes as they relate to MDEM business operations\r
● Ensuring all relevant grant documentation in uploaded into the�MDEM GMS and NCR GMS using correct procedures\r
● Ensuring alignment (i.e., reconciliation) between FMIS and GMS�systems\r
● Utilizing the Grant Administration Lead as a senior grant advisor�resource and to support the development of optimal grant processesvfor review by the GABM and CPMO\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Six years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

Two - Three (2-3) years of experience in managing federal grant awards. \r
One (1) of experience in supervising at least one (1) employee. \r
One (1) of experience in basic accounting or financial management. \r
Intermediate Google Sheets / Excel experience\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
