This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Three years of full-time experience as a Paralegal/Legal Assistant (see definition below)

OR An Associate Degree (or higher) in Paralegal/Legal Assistant/Legal Studies program or a certificate in a paralegal/legal assistant program where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND one year of experience as a Paralegal/Legal Assistant (see definition)

OR an associate degree in any field where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND two years of experience as a Paralegal/Legal Assistant (see definition)

OR graduation from an accredited (ABA approved) law school with a degree required for NYS Bar will be accepted AND two years of full-time experience as a Paralegal/Legal Assistant (see definition).

Definition: A Paralegal/Legal Assistant is someone who applies knowledge of the law and legal procedures in rendering direct assistance to lawyers, clients, and courts; prepares and interprets legal documents and forms; researches, compiles, and uses information from legal materials to provide both written and verbal comments on their findings; and analyzes and handles routine procedural problems independently with minimal attorney oversight.

Examples of non-qualifying experience: receptionist, records clerk, bookkeeper, office manager.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. 52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Legal Assistant 1. If 3 or fewer qualified Department of Labor Legal Assistant 1's respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Legal Assistant 1's without further examination.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 15 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:
One year of permanent or contingent-permanent service as a Grade 15 or higher and a passing score on Legal Assistant 2. Note: Candidates must not have failed the most recent examination for this title.

Ability to initiate and maintain relationships across a diverse set of stakeholders.

The Legal Assistant 2 with the Unemployment Insurance Appeal Board will perform the following tasks, not limited to:


• Independently develop assigned cases or files to the point of an attorney only need sign off on the related papers or present the case before the court.

• Prepare Freedom of Information Law (FOIL) responses.

• Review Attorney Fee requests.

• Ensure case files contain all pertinent information necessary to move forward with hearings.

• Uploading and reviewing hearing transcripts for accuracy.

• Drafting subpoenas per Administrative Law Judge (ALJ) request.

• Answer and field incoming inquiries from hearing parties.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.

Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
