skilled position serves as a Paralegal for the Department of Labor.�Administrative Officer II is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies.\r

Main Purpose of Job

Conducts research, interprets and analyzes Maryland Real Estate Law, Title 17, in order to prepare legal documents, such as investigation requests, panel review of documentation for determination by Commissioners for possible violations, legal contracts, and court records if applicable.\r
-Reviews all documents in the complaint files, to determine if, under the law or regulation, the complaints have merit for allegations of violations.\r
-Reviews files to determine if the complaint should be dismissed for legal insufficiency or sent for investigation. Reviews complaints and prepares documents for the Commission panel member, in order to review the complaint for determination of violations or dismissals.\r
-Conducts limited investigations of complaints assigned by Executive Director or Assistant Executive Director.\r

POSITION DUTIES

Duties of this position includes but are not limited to:\r

Reviews all documents and determines if the case has legal merit and if it does, prepares complaint for assignment to an investigator. The paralegal cites specific violations of the law and prepares a written explanation to the investigator to act as a guide for the investigation process. This includes all communications to parties named in the complaint, attorney, Attorney General's Office, licensees, consumers, Commission members and other REC staff.�\r

Prepares written documents for the Executive Director's signature, such as dismissal letters, cover letters on documents from the Attorney General's staff, Commissioners and consumers. Includes any legal documents and preparations for hearings on the complaints relating to pre�-charge and written decisions from Administrative Law Judges. Also prepares Consent Agreements, Notices of intended agency action and negotiates settlements between licensees, the consumers and the Department. The individual makes recommended decisions as to disciplinary actions to REC Commissioners, based on the facts of the case and the past history of the licensee coupled with the seriousness of the offense.\r

MINIMUM QUALIFICATIONS

Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Two years of administrative staff or professional work. \r
Notes:\r
1. Candidates may substitute 30�credit hours from an accredited college or university for�one�year of the required experience.\r
2. Candidates may substitute the possession of a Bachelor's degree�from a college or university for the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience.\r

Certificate or associate degree in paralegal studies\r
Experience in a paralegal role.�\r
Experience with spreadsheet management and data tracking.\r
Experience with Microsoft office, Adobe Pro, and Google suites.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
