The American Rescue Plan Act (ARPA) has allocated substantial funding to the City of Baltimore to address the challenges posed by the COVID-19 pandemic and its economic repercussions.

The Mayor's Office of Recovery Programs has been established to ensure the effective and transparent management of these resources. Our team is composed of dedicated professionals who collaborate in a dynamic environment to oversee this significant federal grant. About The Role


The Accountant II will serve as a vital member of the finance team within the Recovery Office, working together to address challenges, maintain precise financial records, and optimize the use of the City's financial system, Workday.

The Accountant II will report directly to the Deputy Director and will primarily focus on the creation, monitoring, and compilation of financial data for both capital and operational projects.

Responsibilities include:
  • Preparing, examining, or analyzing accounting records, financial statements, or other financial reports to ensure accuracy and compliance with standards.
  • Designing or implementing enhancements in communication, monitoring, or enforcement of accounting standards.
  • Preparing adjusting journal entries.
  • Reviewing accounts for discrepancies and reconciling differences.
  • Processing invoices for payment.
  • Verifying the accuracy of financial information and records.
  • Assisting internal or external auditors.
  • Identifying compliance issues that require follow-up or investigation.
  • Disseminating written policies and procedures related to accounting transactions.
  • Conducting periodic internal reviews or audits to ensure adherence to procedures.
  • Assisting in the preparation of regulatory documentation activities.
  • Performing other duties as assigned.

About You

At a minimum, you have:
  • A Bachelor's degree in Accounting from an accredited institution.
  • At least three (3) years of relevant professional experience.
  • The ability to work independently as well as collaboratively within a team.
  • A commitment to diversity, equity, and inclusion.
  • Excellent judgment and high professional standards.
  • The ability to simplify complex financial transactions and terminology.
  • A strong working knowledge of Microsoft Excel.
  • Meticulous attention to detail.
  • Strong written and verbal communication skills.

Desirable Experiences:
  • Comfort in high-pressure, fast-paced environments with an entrepreneurial mindset.
  • Experience utilizing Workday software for financial transactions.
  • At least two (2) years of experience in government accounting.
  • Experience in monitoring federal or state grants.
  • Previous audit experience.

SALARY RANGE:
$ 68,289 - 86,315
