The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state's casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran's posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.�\r

Main Purpose of Job

This position will be responsible for assisting the Department's Manager – Financial by\r
assuming the role of Lead Licensing Specialist – Financial for nine financial investigators who\r
determine the financial, regulatory and overall due diligence considerations for Video Lottery\r
Terminal (VLT) facility operators, manufacturers, their officers, directors, employees, and other\r
designated persons.\r

POSITION DUTIES

Conducts comprehensive investigations of all persons and companies assigned that will become the basis for recommendation to the Commission to Approve or Deny an application; revoke a license; or include an individual on the Mandatory Exclusion List.�\r
- Conducts examinations of FBI/CJIS reports and database searches then analyzes and interprets the results to determine an Applicant's suitability for licensure.�\r
- Possesses a working knowledge of Maryland Gaming Laws, COMAR and Division policies that govern the investigation of an Applicant's licensure.�\r
- Conducts interviews of applicants, references and other relevant parties to corroborate information disclosed on applications submitted for licensure or required to establish a "Mandatory Exclusion" or "Conduct Based" and "CCU Based" license revocations.�\r
- Examines and analyzes financial documents, accounting records, bank statements, business records, public records, tax records and other relevant information to confirm the financial suitability of an applicant.�\r
- Provides testimony at Commission Hearings, Appeal Hearings and MD Court.�\r
- Travels within Maryland, throughout the United States as well as abroad to complete investigative assignments as required.�\r
- Maintains a working and current knowledge of the "Mandatory Exclusion" Program, "CCU Based" Audit Program and the "Conduct Based" license Revocation process based on new policies and state laws.\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Six years of administrative staff or professional work. \r

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r

Strong analytical skills that involve review of financial documents, accounting records, bank statements, business records, public records, tax records that determine the financial suitability of an applicant.\r
Strong technical writing skills;\r
Knowledge of standard office management methods;\r
Ability to plan, organize and direct the work of others;\r
Ability to present recommendations clearly and concisely;\r
Ability to maintain confidentiality of sensitive information.\r
