Job Announcement

As a member of the senior management team, develops management policy, plans, goals, and strategies for the Office of Environmental and Energy Coordination (OEEC). Supervises two division managers responsible for multiple program areas, and an administrative assistant who serves the entire office. Duties include: Assists in the planning, direction, and administration of the OEEC in the areas of policy, planning, interagency coordination and community programs; Collaborates with the director in developing, managing, coordinating, promoting and reporting on the county's environmental and energy initiatives and programs, including those pertaining to climate, energy planning, and environmental sustainability; Monitors and briefs the Board of Supervisors on federal and state legislative, judicial, and regulatory activity affecting Board-adopted environmental and energy policies; Prepares and monitors agency budget and administers personnel matters in consultation with the director; Engages with the business community, county residents, advocacy organizations, regional government organizations, and others in support of Board-adopted policies relating to environmental stewardship, climate action, and sustainability; Serves as the acting director in the absence of the director; and performs other related duties as required; Works under the general direction of the director of the OEEC.

Illustrative Duties

Monitors the implementation of climate, energy, and environmental policy at various County agencies and authorities, while coordinating the development of a consistent implementation strategy; Assists the Director in establishing program goals and objectives; Responds to inquiries from the Board of Supervisors, County Executive, County Attorney and County departments and authorities on a variety of climate, energy and environmental issues; Identifies and prioritizes key climate, energy and environmental initiatives in collaboration with staff and interagency climate action groups implementing the county's climate action plans; Briefs the Board of Supervisors on new federal and state regulations and guidelines; Facilitates compliance with all applicable local, state, and federal climate, energy and environmental regulations; Oversees the development and implementation of climate, energy and environmental programs, projects, and studies; Provides policy input and interpretation before regional organizations to advance and protect County interests; Facilitates and coordinates activities of many cross-agency County climate, energy and environmental efforts in support of Board policy and strategy; Conducts presentations at executive-level meetings, regional and county policy advisory committee meetings, and civic associations to seek support of proposed environmental actions; Participates in regional governmental associations on behalf of the county; Assists the Director in the completion of annual performance evaluations; Addresses citizen issues and concerns regarding climate, energy and environmental matters.

Required Knowledge Skills and Abilities

Knowledge of modern practices, methods, materials and equipment used in climate, energy and environmental protection; Knowledge of climate, energy and environmental planning principles and practices; Knowledge of sources of information, current literature, and recent developments regarding climate, energy and environmental planning and programs; Knowledge of research methods and techniques; Ability to initiate and develop programs and policies; Ability to analyze policy and technical issues and exercise sound judgment in decision making; Ability to review and analyze issues and situations and develop new and revised regulations or procedures to address them; Ability to facilitate and work collaboratively with many cross-agency County teams to develop and implement effective climate, energy and environmental policy; Ability to establish effective, cooperative working relationships with officials, including the ability to develop consensus which accommodates conflicting interests and viewpoints; Ability to communicate effectively, both orally and in writing; Ability to effectively engage diverse stakeholders towards problem-solving and mutual understanding; Ability to present information to elected officials, senior management, and members of the community in a concise and understandable manner; Ability to write clearly, synthesize complex information, and present findings to audiences without technical backgrounds. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in environmental sciences, Management, Law, Engineering, Planning or Policy or a closely related field; plus, six years of progressively responsible experience in environmental protection work or a closely related field, including three years of management experience.
PREFERRED QUALIFICATIONS:
Experience working in a local government environment including work with elected officials;Four or more years of supervisory experience;Demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings;Demonstrated record of building and maintaining effective working relationships;
Experience in and knowledge of federal and state law, policy and regulation in the areas of energy, climate and environment;Knowledge of complex state and federal utility matters including rates, regulations and services;Ability to analyze, interpret, and explain laws, regulations, policies and procedures to individuals, groups, or agencies in order to gain compliance, cooperation, and understanding;

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
Ability to attend evening meetings is essential.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, employee must be sufficiently mobile to attend meetings and make presentations. Employee may be required to lift and carry up to 15 pounds. Incumbent must be able to work on electronic equipment such as a computer monitor, typing on a keyboard, and are essential to this position. All duties performed with or without reasonable accommodations.
