The nonprofit Senior Human Resource Manager aids with and facilitates the human resource processes at all business locations. This position resolves benefits-related problems and ensures effective plan use and positive employee relations. The Human Resource Manager ensures that certain plans are administered according to federal and state regulations and that plan provisions are followed. This role does not have supervisory responsibilities but provides managerial support to the human resource function, including file maintenance, and human resource information systems (HRIS) entry.


The Senior Human Resources Manager manages all human resources functions for a nonprofit organization. The primary responsibilities of this position are recruitment, employee relations, compliance, performance management, training and development, benefits, and policy execution. This role requires a strong background in HR management, ideally within a nonprofit environment, and the ability to manage HR processes effectively.


RESPONSIBILITIES


Policy and Document Management 

●       Update, and recommend human resource policies and procedures to adhere to management guidelines.

●       Conduct HR file audits and retain historical HR records by designing a filing and retrieval system and maintaining past and current records.

●       Ensure all employees are signed and trained on organizational confidentiality, conflict of interest, and record retention policies.

●       Ensure salaries are authorized and applied fairly and consistently using the organization's pay scale


Benefits Administration

●       Coordinate and correspond with various internal and external customers, such as agencies and benefit plan administrators (external), directors, managers, departments, and staff (internal), regarding benefits administration.

●       Research and implement employee benefits programs by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts

●       Educate employees about benefits by designing and conducting educational programs on benefit programs and meeting with employees who have questions regarding their benefits

●       Ensure compliance with Federal and State laws, including, but not limited to, the Affordable Care Act, Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability (HIPAA), Family Medical Leave Act (FMLA) and educate organizational leadership about applicable regulations to ensure organization-wide compliance

●       Manage multi-state benefits administration, ensuring that benefits are compliant with state policies across jurisdictions


Onboarding and Offboarding Management

●       Serve as the primary point of contact for hiring managers and newly hired employees

●       Draft and execute the engagement plan throughout the new hire's onboarding journey. Oversee the onboarding process end-to-end to ensure a productive and efficient experience

●       Identify innovative and creative new ways to onboard new employees that are scalable across sites and lead to measurable improvements in employee feedback on the onboarding process and first 90-day performance of new employees

●       Manage the talent acquisition process, including leading the recruitment process for open positions, including the posting of positions on hiring websites and collaborating with hiring managers to understand skills and competencies required for openings; conducting initial screening of candidates

●       Managing and tracking the interview process, including scheduling interviews with hiring managers and teams, working with hiring managers to create interview questions and protocols, preparing interview documentation, and conducting appropriate follow-up with interviewed candidates

●       Drafting offer letters for selected candidates, conducting reference checks, verifying I-9 documentation files and other pre-employment requirements such as background checks, and communicating with candidates between the offer phase and the beginning of employment, including answering questions about salary offers, benefits, etc.

●       Manage the offboarding process for employees by supporting staff in conducting and analyzing exit interviews and recommending changes; managing benefits termination, payroll changes, 403b transfers, etc, in the offboarding process; supporting managers in creating transition plans for offboarding employees; and ensuring the return of technology and equipment


Performance and Culture Management

●       In partnership with the Director of Human Resources and Administration, assist in creating and communicating the organization’s annual and mid-term employee appraisal process and instruments

●       Make recommendations to improve the organization’s internal professional learning and development programs.

●       Support employees having workplace conflicts or disputes by mediating conversations and developing action plans.

●       Conduct and analyze periodic staff pulse surveys to collect feedback from staff about their experience at the organization; make recommendations to management based on the results of those surveys


REQUIRED SKILLS AND KNOWLEDGE:

       Bachelor’s degree from a four-year college or university or equivalent work experience required

●       3+ years of experience in human resource roles with increasing responsibilities

●       1+ years of experience in Labor Relations and Employee Relations

●       SHRM certification preferred


Qualifications: 

       Proven foundation and knowledge of principles and practices of about multi-state employment and compliance requirements

●        Strong interpersonal, negotiation, collaboration, and conflict-resolution skills

●       Experience managing confidential information with the utmost discretion

●       Proven ability to effectively coach employees and management through complex and sensitive issues

●        Ability to accomplish daily/weekly tasks in conjunction with developing and implementing projects to drive additional and ongoing improvements

●        Ability to establish personal goals and work independently

●        Ability to organize, multi-task and prioritize tasks

●       Ability to give and receive direct and constructive feedback

●       Ability to navigate and use self-learning tools for software applications

●       In-depth understanding of HRIS and database management tools

●       Experience with Monday.com or a similar project management platform, BambooHR or a similar HRIS/payroll system, and Google products, including Google Sheets, required. Experience with Canva preferred.

●       Personal and professional commitment to understanding and dismantling systemic racism

Physical Requirements:

●       Prolonged periods of sitting at a desk and working on a computer.

●       Must be able to lift up to 10lbs at times.
