POSITION SUMMARY:

Under the direction of the Director of Housing Development, the Housing Development Project Manager is responsible for all activities related to the feasibility analysis, entitlement approvals, and project management to grow and maintain ECS’ pipeline of affordable and permanent supportive housing developments in accordance with ECS strategic plan goals.


The Housing Development Project Manager will focus on all aspects of project predevelopment and due diligence, including but not limited to title, civil, geotechnical, environmental, entitlement, market studies, issuance and evaluation of Requests for Information/Quotes/Proposal, managing third party vendors, and applying for and obtaining project financing.


The Housing Development Project Manager will also be responsible for developing and managing project budget, establishing schedules for project phases, securing all project financing from private and public sources, working with public agencies and local community groups during the development process and provide support for projects through permanent loan conversion or project closing sales to ensure a smooth transition of the process from development to occupancy.


PRIMAY DUTIES AND RESPONSIBILITIES:

  • Supports obtaining all required entitlements, permits, and other approvals are obtained in a timely manner.
  • Assists in planning and implementing community acceptance strategies to obtain stakeholder and community-wide support to ensure that local approvals and neighborhood acceptance of proposed housing development projects occurs, including submitting municipal land-use applications, and attendance at hearings and neighborhood meetings.
  • Obtains public approvals for projects by developing stakeholder relationships and giving public presentations on behalf of the project in support, as requested by, Director of Housing Development.
  • As needed, coordinates including but not limited to geo-technical and environmental analysis, planning, and building code research, community planning, entitlements, and market analysis.
  • Responsible for managing the project development process on multiple projects simultaneously.
  • Oversee all necessary renovation and rehabilitation work; and overseeing design, engineering, permitting, and site preparation and construction oversight for small and large projects rehabilitation, new construction, and partnership affordable housing projects.
  • Maintain working knowledge of municipality, county, state, and national affordable, workforce, and supportive housing development policies and activities and knowledge of land use and zoning policies and processes.
  • Develop and maintain strong professional relationships with key stakeholders and partners in governmental, construction, and design sectors.
  • Represents ECS before public agencies, at public hearings, speaking engagements and targeted industry conferences and seminars, as requested and in support of Director of Housing Development.
  • Prepare and submit reports to funding sources and investor compliance for projects, in a timely manner.
  • Provide periodic reports on project progress or key issues and findings.
  • Manage the monthly draw process and payment for the projects.


QUALIFICATIONS:

  • Bachelor's Degree or equivalent degree in economics, engineering, business, real estate, architecture, planning, or finance preferred.
  • Five (5) years’ direct experience in responding to RFP, affordable housing acquisition and residential affordable new and rehabilitation of multi-family development financed by multiple public and private sources, including tax credits, bonds, and other government-assisted programs.
  • At least 3 years’ experience with Low Income Housing Tax Credits (LIHTC), creation of financial and pro forma analysis, preparation of affordable housing financing applications.
  • At least 2 years’ experience in planning, zoning, and general entitlement of multifamily housing.
  • Real estate development experience with emphasis on affordable, permanent supportive housing, and mixed-income housing.
  • Experience in San Francisco and greater Bay Area are desirable.
  • Strong quantitative, financial analysis and modeling (Excel) skills.
  • Ability to multitask with demanding timeframes and strong project management skills.
  • Exceptional research, writing abilities as well as written and verbal communication skills
  • Experience in GP buy-outs in LIHTC structures desirable.
  • Solid understanding of LIHTC program; familiarity with Historic Tax Credits and State Tax Credits.
  • Solid understanding of HUD programs, Project Based Vouchers, HOME, CDBG, HCD Funding programs, local subsidy programs, and other affordable housing funding sources.
  • Strong negotiation skills inclusive of integrity and ethical practices.
  • Excellent organizational skills and ability to work under pressure and meet deadlines.
  • Working knowledge of Adobe, Microsoft Office and proficient with Microsoft Excel.
  • Ability to comprehend zoning codes and ordinances and determine what can be developed on potential sites.
  • Develops and maintains positive relationships with all internal and external entities, including but not limited to consultants, brokers, contractors, market rate developers and other constituents.

OTHER:

Must secure finger image screening and annual TB screening. Must be able to do some local travel. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
