POSITION SUMMARY:
Under the guidance of the Director of Housing Development, the Affordable Housing Development Manager oversees all aspects related to feasibility assessments, entitlement approvals, and project management aimed at expanding and sustaining the pipeline of affordable and permanent supportive housing projects in alignment with the strategic objectives of Episcopal Community Services.
This role emphasizes comprehensive project predevelopment and due diligence, encompassing title analysis, civil engineering, geotechnical studies, environmental assessments, entitlement processes, market research, and the issuance and evaluation of Requests for Information/Quotes/Proposals. The manager will also coordinate with third-party vendors and navigate the application process for project financing.
The Affordable Housing Development Manager is tasked with formulating and managing project budgets, establishing timelines for various project phases, securing financing from both private and public sources, collaborating with public agencies and local community organizations throughout the development cycle, and ensuring a seamless transition from development to occupancy during permanent loan conversion or project closing sales.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Facilitates the timely acquisition of all necessary entitlements, permits, and approvals.
- Assists in strategizing and implementing community engagement initiatives to garner stakeholder and community support for proposed housing development projects, including the submission of municipal land-use applications and participation in public hearings and neighborhood meetings.
- Secures public approvals by cultivating stakeholder relationships and delivering presentations on behalf of the project as directed by the Director of Housing Development.
- Coordinates various analyses, including but not limited to geo-technical and environmental assessments, planning, building code research, community planning, entitlements, and market analysis.
- Manages the development process for multiple projects concurrently.
- Oversees renovation and rehabilitation efforts, including design, engineering, permitting, site preparation, and construction oversight for both small and large-scale rehabilitation and new construction projects.
- Maintains a comprehensive understanding of affordable, workforce, and supportive housing development policies at the municipal, county, state, and national levels, along with knowledge of land use and zoning regulations.
- Builds and sustains strong professional relationships with key stakeholders and partners in governmental, construction, and design sectors.
- Represents the organization at public agencies, public hearings, speaking engagements, and industry conferences, as requested.
- Prepares and submits compliance reports to funding sources and investors in a timely manner.
- Provides regular updates on project progress, addressing key issues and findings.
- Manages the monthly draw process and financial transactions for projects.
QUALIFICATIONS:
- Bachelor's Degree or equivalent in economics, engineering, business, real estate, architecture, planning, or finance is preferred.
- A minimum of five (5) years of direct experience in responding to RFPs, affordable housing acquisitions, and the development of multi-family projects financed through various public and private sources, including tax credits and bonds.
- At least three (3) years of experience with Low Income Housing Tax Credits (LIHTC), financial analysis, and preparation of affordable housing financing applications.
- A minimum of two (2) years of experience in planning, zoning, and general entitlement processes for multifamily housing.
- Experience in real estate development with a focus on affordable, permanent supportive housing, and mixed-income housing.
- Strong quantitative and financial analysis skills, particularly in Excel.
- Ability to manage multiple tasks within demanding timelines and demonstrate strong project management capabilities.
- Exceptional research and writing skills, along with effective verbal communication abilities.
- Solid understanding of LIHTC programs and familiarity with Historic Tax Credits and State Tax Credits.
- Knowledge of HUD programs, Project Based Vouchers, HOME, CDBG, HCD Funding programs, and other affordable housing funding sources.
- Strong negotiation skills, emphasizing integrity and ethical practices.
- Excellent organizational skills and the ability to perform under pressure while meeting deadlines.
- Proficiency in Adobe, Microsoft Office, and advanced skills in Microsoft Excel.
- Ability to interpret zoning codes and ordinances to assess development potential on various sites.
- Develops and maintains positive relationships with all internal and external stakeholders, including consultants, brokers, contractors, and market rate developers.

OTHER:
