Position Description

*Restricted to current City of Minneapolis employees in the Human Resources Department*

This position supports all labor relations programs and initiatives, assists in other labor relation proceedings including grievances, mediation sessions, and unit determinations. Provides consultation with supervisors and managers regarding contract application and interpretation.

Job Duties and Responsibilities

  • Maintains division records including all past and present labor agreements, letters of agreement, and grievance documentation, ensuring compliance with state and federal law.
  • Interprets and provides support to managers/supervisors and HR representatives on contract administration issues. Advises or represent managers/supervisors in responding to grievances, consistent with labor agreements.
  • Assists in the collective bargaining process, providing research, presentation of data, documentation, tentative agreements, and drafting of summaries of agreements, as needed.
  • Participates in development of bargaining strategy and contract negotiations including analysis of salary and benefit data.
  • Serves as liaison between the City of Minneapolis, union(s), and Bureau of Mediation in filings for mediation, arbitration, IBB training, and other Labor Relation issues.
  • Conducts research prepare briefs and other documents as necessary for arbitrations, mediations, or administrative hearings.
  • Develops and presents training programs on labor relation programs, policies, and/or procedures.
  • Responds to internal data requests by the City Attorney and HR staff regarding agreements, letter of agreements, negotiation notes, etc.
  • Assists in planning, reviewing, and conducting work activities and researching required project information associated with department/division projects in accordance with established task objectives and schedule as outlined in the project/plan.
  • Performs related duties as required.

Required Qualifications

Minimum Education:

Bachelor's degree in Human Resources Management, Human Resources Development, Organizational Development, Industrial Relations, Public Administration, English, Logic, Psychology, Business Administration, Political Science or related field.

Minimum Experience:

Three years of related work experience.

Selection Process:
The examination will consist of rating of education, experience and training. The right is reserved to limit the number of applicants included in any phase. Only those candidates who attain a passing score of 70% on the examination(s) will be placed on the eligible list.

Eligible List:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one (1) month after it has been established.

Interview Selection:

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Knowledge of Minnesota statues relating to public sector collective bargaining; the principles and practice successful labor management relations and human resource administration; employment and labor laws, applicable laws, rules, policies; methods and practices of legal research; recent developments, current legislation and sources of information on labor relations.
  • Advance computer literacy, specifically Microsoft Office.
  • Strong time management and prioritization skills while dealing with ambiguity.
  • Effective speaking, presentation, and facilitation skills with diverse audience.
  • Solid written communication to write reports and business correspondence.
  • Excellent diplomacy and interpersonal skills to build and maintain effective working relationships with a diverse workforce and diverse groups.
  • Effective consultative skills with the understanding of customer needs and recommend solutions.
  • Critical thinking and problem-solving skills sufficient to research, analyze and evaluate complex information, recognize problems, and make sound recommendations to resolve issues.
  • Proven ability to maintain confidentiality and manage sensitive information with discretion.
  • Demonstrated ability in making sound judgement and effectively managing conflict.
  • Ability to analyze information, listen and observe, interpret data, and make decisions based on multiple variables.
