Summary of Position

We are seeking a meticulous and proactive Human Resources Generalist with a specialization in compensation and benefits. This role offers a diverse range of responsibilities within key HR functions, providing opportunities for professional growth. The ideal candidate will possess excellent customer service skills and a keen eye for detail. This position requires on-site work five days a week and demands current relevant experience as outlined in the application. Under the supervision of the Assistant City Manager/Human Resources Manager, the incumbent will handle various confidential tasks within the Human Resources Division. While the primary focus will be on benefits and compensation, cross-training in recruitment and retention will also be provided. The role includes offering general support to employees regarding HR-related inquiries.

Essential Duties and Responsibilities

The following duties are representative of the types of work that may be performed. The omission of specific duties does not exclude them if the work is similar or related:
  • Manage benefit administration tasks, including annual open enrollment for employees and retirees.
  • Address inquiries regarding policies and procedures related to benefits programs; investigate and resolve employee concerns.
  • Oversee the benefits continuation program for employees who are terminating or retiring.
  • Facilitate organizational wellness initiatives.
  • Coordinate activities related to risk management, including participation in the Safety Committee and organizing mandatory training for employees.
  • Conduct safety meetings on a monthly basis.
  • Administer the City's substance and alcohol testing program, including random drug screenings.
  • Perform ergonomic assessments as needed.
  • Prepare annual reports for OSHA, ACA, and EEOC compliance.
  • Manage departmental contracts and invoices.
  • Coordinate employee step increases and submit necessary documentation to payroll.
  • Respond to inquiries regarding personnel policies and procedures.
  • Participate in professional group meetings to stay informed about trends in human resources management.
  • Oversee employee FMLA leave requests and manage associated paperwork.
  • Maintain positive professional relationships with staff, other jurisdictions, and the public.
  • Perform essential duties as described, adhering to the physical demands outlined.
  • Attend work during scheduled hours and as needed outside regular hours.
  • Communicate effectively and respectfully with colleagues and the public.
  • Respond to public data inquiries, such as salary surveys and labor agreement requests.
Qualifications and Other Information

MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field, or equivalent experience of 10 years in HR.
  • Five (5) years of experience in a Human Resource department.
  • At least two (2) years of advanced experience in employee benefits administration.
PREFERRED QUALIFICATIONS:
  • Experience in Public Sector Human Resources.
  • Familiarity with NEOGOV recruiting software.
  • Experience working with labor unions.
  • Three or more years of advanced benefits experience.
PHYSICAL DEMANDS:
This position requires occasional exertion of up to 20 pounds of force and involves regular sitting, speaking, and using hands for tasks. Reasonable accommodations may be made to enable individuals to perform essential functions.
