Brief Description of Major Duties:

Drafts policies, procedures and guidelines related to recruitment program; designs and develops recruitment guidance and training.
Identifies and evaluates outside organizations, institutions, professional associations, colleges and universities to identify talent pools; establishes and maintains recruitment networks and alliances with a wide variety of professional, educational and employment communities for career and internship opportunities.
Serving as a consultant to internal customers on a broad range of talent acquisition, pay administration and classification issues.
Designs and executes an evaluation plan to collect and assess management feedback on talent acquisition system, programs and policy to identify and improve processes.
Establishes and reviews recruitment metrics for efficiency and effectiveness, e.g. quality of hire, time to hire, time to fill, source of hire and offer acceptance rate.
Stays abreast of relevant regulatory updates and policy best practices and analyzes new or proposed legislation or regulations to determine impact on local and federal government employment actions.
Communicates complex requirements and prepares briefings to senior agency management on complex/controversial problems and issues or results and recommendations.
Ensures the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goal, objectives, work plans and work products and services; leads the team in identifying distributing and balancing workloads and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
Assists in team development through coaching, identifying career aspirations/developmental needs, establishing learning plans and providing performance feedback.
