Duties

The major duties of the position are:
Utilizes USA Staffing to develop position announcements; accepts, reviews, and rates applications; certifies candidates; assists selecting officials with the selection process; and notifies candidates of the results. Adjudicates and applies veterans' preference on all DEU announcements. Counsels selecting officials regarding merit promotion and DEU requirements, placement, and veterans' preference procedures. Researches, interprets and applies federal HR rules, regulations, policies and directives to a variety of recruitment and placement issues. Researches the qualifications and skills needed and conducts job analyses with subject matter experts to distinguish highly qualified applicants from the minimally qualified. Makes use of special employment programs for students, veterans, the disabled, underutilized populations, minorities, and disadvantaged candidates. Assures compliance with all aspects of the agency's Career Transition Employment Program (CTAP) and other programs for displaced employees such as the Inter-Agency Career Transition Program (ICTAP). Advises management officials on recruitment sources and develops strategies to ensure maximum results to staffing requirements. Provides advice and technical guidance and consultation on a variety of employee benefits topics including the Federal Employees Group Life Insurance (FEGLI) program, the Federal Employees Health Benefits (FEHB) program, dental and vision insurance, Flexible Spending Account (FSA), the Thrift Savings Plan (TSP), workers compensation, Long-Term Care (LTC) injury compensation, and long-term disability programs. Prepares, classifies, evaluates, and develops standardized position descriptions to support agency initiatives. Position descriptions are developed for positions including GS-01 through GS-15 grade levels in the General Schedule (GS) personnel system.

Probationary Period. One-year probationary period may be required.

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System , or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-12.

Qualifications

To qualify for this position, applicants must meet the Specialized Experience as described below.

Specialized Experience:
Applicants must also have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-12) in the federal government. Specialized experience is defined as : (1) performing job analysis and developing assessment questionnaires; (2) preparing vacancy announcements and determining the eligibility and qualifications of applicants; (3) coding the full range of personnel actions to include accessions, conversions, reassignments, change to lower grades, etc. and reviewing personnel actions for accuracy and completeness; (4) advising on procedural and regulatory requirements governing the staffing process to hiring managers and employees; and either (5) interpreting and applying classification standards in order to classify clerical, administrative, professional, and technical positions; or (6) providing human resources advisory services to employees regarding benefits.

This position requires that you obtain and maintain the Delegated Examining Certification.

A quality ranking factor (QRF) is a knowledge, skill, or ability (KSA) that could be expected to enhance performance in a position but is not essential for satisfactory performance. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
