Job Summary:

Celestar is seeking a highly skilled Human Resources Specialist to join our team in Washington, D.C. As a key member of our HR team, you will provide expert advice and guidance on federal human resource management, with a focus on competitive Civil Service staffing, classification, and workforce planning.

Key Responsibilities:

  • Provide HR-related consultative, operational, policy advice, and service to the Bureau.
  • Support managers and employees with a variety of HR activities for both Civil Service and Foreign Service.
  • Develop and implement effective recruitment strategies, sources, and special programs.
  • Review and assess position classification requests, ensuring accuracy and consistency with bureau staffing limitations and organizational structure.
  • Provide general advice to employees on developing effective job application packages.
  • Assist with Civil Service and Foreign Service employee performance appraisal and evaluation processes.

Requirements:

  • U.S. Citizen.
  • Bachelor's degree from an accredited institution and a minimum of 15 years' experience.
  • Comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to personnel management and administration.
  • Expert knowledge in position classification techniques and procedures.
  • Ability to communicate effectively in writing and orally.
