Job Summary

We are seeking a highly skilled and experienced Human Resources Specialist to join our team as an Assistant Director for PSD-DAFA Division. The successful candidate will be responsible for planning, directing, and coordinating various human resources management programs, including recruitment and staffing, position management, workforce development, and HR policy and procedure development.

Key Responsibilities
  • Develop and implement HR strategies to support the achievement of organizational goals and objectives.
  • Provide technical guidance and support to HR staff on HR policies, procedures, and systems.
  • Collaborate with senior management and staff officials to establish program/project objectives and timelines.
  • Supervise a large staff of HR specialists and assigned support personnel.
  • Perform a full range of human resources management functions through subordinate supervisors and support staff.
Requirements
  • U.S. Citizenship is required.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • May be required to successfully complete a probationary/trial period.
  • Must be determined suitable for federal employment.
  • Required to participate in the direct deposit program.
  • This position is subject to pre-employment and random drug testing.
  • This position is subject to the DoD Priority Placement Program.
  • This position requires you to obtain and maintain a Secret security clearance.
  • Work may occasionally require travel away from the normal duty station via military or commercial aircraft.
Qualifications

To qualify for this position, you must have one year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to:

  • In-depth experience in planning, directing, analyzing, and implementing a variety of emerging and day-to-day Human Resource (HR) operations.
  • Design and deliver innovative HR solutions in operations and customer services.
  • Analyze and develop a variety of HR procedural and technical policies, concepts, and goals to support an HR operations division.
  • Knowledge of HRIT Systems in DCPDS, BOERS, USA Staffing, USA Jobs, etc.
  • Experience supervising and leading a staff of supervisory and senior HR professionals engaged in planning, performing, and implementing HR operations and services within an agency.
  • Substantive experience in providing comprehensive technical guidance in any of the four areas: recruitment and staffing under both delegated examining and merit promotion, excepted service and various hiring flexibility plans; position management/position classification; workforce development; priority placement, talent acquisition; and management advisory services.
  • Effectively communicate and work with high level agency officials on human capital programs and services.
Desired Qualifications

Possess a current DE Certification from OPM.
