General Description

Provides research and evaluation services to the school division for determining organizational and instructional effectiveness of services and programs and for improvement planning. Oversees all survey research conducted by the division, including employee, parent and student surveys. Leads evaluations of division instructional programs and processes. Collaborates with school and central office staff to ensure research and evaluations are rigorous. Creates reports and presents findings to division and school leadership. 

Essential Job Functions

Conducts and implements division wide research initiatives in collaboration with internal and external partners.

Leads various research projects and program evaluations.

Advises on policy issues related to assessment and research.

Serves as chair of the research screening committee and appoints other members as needed to review research requests.

Reviews, approves and supervises external research requests.

Conducts division wide programmatic evaluations as needed to ensure programmatic efficacy.

Uses quantitative analysis methods with the aid of quantitative analytics to make assertions based on school/division data.

Conducts research using qualitative methods, including focus groups and interviews, and draws appropriate conclusions from these data.

Provides technical support to schools, departments and staff in survey development and other research methods and assessment reporting.

Oversees internal, state-mandated, and federally-mandated survey efforts.

Performs additional duties as assigned.

Regularly provides reports to the Coordinator of Research & Evaluation, Chief Academic Officer, and Chief of Schools,

Equipment Operation :

Uses a personal computer for report generation, data analysis, and correspondence.

Makes independent decisions regarding the work of the Research and Evaluation team within its priorities. Supervisor administers budget and annual departmental priorities.

Qualifications

Extensive knowledge of research and evaluation methods, including both quantitative and qualitative methodology. Ability to apply results to school and division improvement efforts. Extensive knowledge of statistics, survey design, and evaluation; of project management and problem-solving techniques. Proficiency in code-based data analysis software ( R, Stata, Python). Demonstrated ability to assist others in analyzing and using data for planning and decision-making; to manage multiple projects and priorities. Demonstrated ability to design research/evaluation in a K-12 setting. . Demonstrated ability to work collaboratively and collegially with all levels of the organization, including School Board members, senior leadership, principals, teachers and the public on sensitive issues. Demonstrated ability to communicate effectively, orally and in writing.

Requirements

Advanced Degree in educational planning, research, evaluation, or a related field required; Doctorate ( strongly preferred. Training and experience sufficient to demonstrate the required knowledge, skills and abilities. PK-12 experience strongly preferred. Qualtrics experience is strongly preferred.
