The Finance and Budget Directors manages financial activities of the City-County; does related work as required.

Distinguishing Features of the Class:
This is highly responsible management and professional work involving planning, organizing and directing the budgets, revenues and financial expenditures of the City-County.  The work is performed under the general supervision of the City-County Chief Executive but extensive leeway is granted for the exercise of independent initiative and judgement.  An employee in this class is accountable for overall operations of budgeting, accounting, investments, debt management and information system services. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the Chief Executive, department heads, and Council of Commissioners.  Supervision is exercised over the work of employees in the classes of Assistant Budget Administrator, Accounting Clerk, Delinquent Property Specialist, SID Specialist, Information Systems Manager, and Secretary II.


Duties/Responsibilities:
Examples of Essential Work (Illustrative Only)
  • Plans, organizes, coordinates, directs, and/or performs all necessary activities in the operation of the Budget Department;
  • Administers and manages the City-County's fiscal activities and systems, including budget planning, financial analysis, investments management, governmental accounting and reporting, payroll, appropriation accounting, data processing services, debt management, contracting, and related services;
  • Formulates and interprets policies and regulations for implementation by staff, establishes major financial objectives and internal control policies;
  • Analyzes and forecasts cash flow and market trends for investments and debt management purposes.  Advises Chief Executive on the most advantageous strategies for financing projects and capital expenditures;
  • Studies market conditions and trends, pertinent legislation, economic conditions, and other related developments to establish objectives, and implement and control the administration of the City-County's fiscal activities and systems;
  • Directs City-County budget research, formulation, and execution, estimating expenditures expected;
  • Analyzes records of trends, operations, and costs, to forecast revenues, administrative commitments, and obligations;
  • Develops, installs, and maintains systems to monitor budgets, spending practices, purchasing controls, and revenues collected;
  • Monitors and reports spending practices, purchases, costs, and budget compliances of all departments;
  • Informs citizen groups of progress and programs of the City-County through presentations and printed materials, encouraging public and intergovernmental input and coordination of services;
  • Participates in the recruitment of new and expanding businesses and industries to the community and the preparation of economic development packages;
  • Directs budget preparation and analysis for the Budget Department, managing staff participation;
  • Manages department activities to conform to approved budgets;
  • Monitors performance of Budget Department operations in conformance with approved plans and objectives, accounts for variances, implements corrective actions within the scope of authority, and recommends needed actions;
  • Ensures compliance with department policies and procedures;
  • Hires, assigns work,  motivates, advises, counsels, and evaluates the performance of department employees, recommending promotion, discipline, and termination as required;
  • Initiates goal-setting process with assigned employees;
  • Evaluate the potential of applicable new equipment or facility modifications and recommend appropriate actions;
  • Works with department heads on current and future goals and objectives of the City-County's information management systems;
  • Develops and maintains positive relationships with supervisors, department heads, Council of Commissioners, and community organizations;
  • Prepares periodic reports and related correspondence, collecting and summarizing information, and establishing and maintaining follow-up systems as required;
  • Attends meetings, conferences, and workshops as requested and authorized;
  • Performs related work as required.
  • Performs all duties and work assignments in a safe, healthy, and environmentally sound manner.  Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.
  • Performs all duties and work assignments in compliance with project quality requirements.
  • Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

Acceptable Experience and Training:
  • Graduation from a college or university of recognized standing with a Master’s Degree in Accounting, Finance, or Business Administration; and
  • Extensive experience in public financial administration; or
  • Any equivalent combination of experience or training which provides the necessary knowledge, skills and abilities to perform the work.

Required Special Qualifications:Must possess a valid driver’s license issued by the State of Montana or the ability to obtain one within a reasonable period of time upon accepting employment.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.  See below.
