Overview of Responsibilities

The primary role of the Municipal Compliance Inspector is to conduct thorough inspections of properties and permits to ensure adherence to Montana and Butte Municipal Code, along with other relevant regulations and ordinances. This position involves investigating complaints and notifying property owners regarding any identified violations.

Key Features of the Role

This position entails the inspection and enforcement of local and state regulations, addressing community complaints related to issues such as weed control, junk vehicles, zoning disputes, and overall community maintenance. The work is performed under the general supervision of the Community Enrichment Assistant Director, allowing for significant autonomy in decision-making and initiative. The nature of this role necessitates the establishment and maintenance of effective working relationships with various stakeholders, including law enforcement, legal representatives, planning officials, and the public. The responsibilities are carried out in diverse environments, exposing the inspector to varying weather conditions and terrains.

Core Duties and Responsibilities

Essential Functions (Illustrative Only)
  • Investigate and inform property owners of any violations;
  • Assist in the administration of state codes and local ordinances, including inspecting and addressing complaints of non-compliance, providing guidance to violators and complainants regarding relevant regulations, and recommending solutions to ensure compliance;
  • Deliver information to violators, the public, and other governmental agencies about applicable codes and laws; respond to inquiries and complaints;
  • Maintain accurate daily records of inspections and prepare necessary correspondence for violators and complainants;
  • Gather evidence and documentation for legal proceedings against violators, and present cases in court as required;
  • Foster positive and professional relationships with management, legal representatives, local businesses, and the community;
  • Address citizens' questions and concerns in a courteous and timely manner;
  • Manage abandoned vehicle cases by contacting owners to address code violations and suggest remedies;
  • Conduct follow-up inspections of previously identified violations to ensure compliance;
  • Assess properties for condemnation or significant deterioration;
  • Perform all duties in a safe and environmentally responsible manner, adhering to health and safety protocols;
  • Ensure compliance with project quality standards.
  • Act responsibly and ethically, conforming to accepted business and professional standards.
  • Perform additional duties as assigned.
Qualifications

Required Knowledge, Skills, and Abilities
  • In-depth knowledge of city ordinances and codes, including those related to weeds, zoning, and community maintenance;
  • Comprehensive understanding of state regulations;
  • Proficient in investigation techniques and inspection methods;
  • Knowledge of weed control practices and noxious weed management;
  • Familiarity with federal, state, and local laws concerning waste management;
  • Ability to document investigations thoroughly;
  • Capability to analyze maps and legal descriptions to make compliance judgments;
  • Strong communication skills, both verbal and written;
  • Ability to follow written and oral instructions;
  • Skill in preparing accurate reports with findings and recommendations;
  • Capacity to perform various duties accurately and efficiently under time constraints;
Experience and Training
  • High School diploma or equivalent.
  • 3-5 years of relevant experience with significant public interaction.
  • Knowledge of local ordinances related to community maintenance and control.
  • Any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities.
Special Qualifications
  • Hazwopper Certification, or the ability to obtain one;
  • Must possess a valid Montana Driver's license or obtain one shortly after employment;
  • Must reside within the jurisdiction during employment.
Physical Requirements
  • Ability to sit, stand, walk, and perform activities involving climbing, balancing, kneeling, and reaching;
  • Effective communication skills, with clarity of speech and hearing;
  • Visual acuity sufficient for inspection tasks;
  • Manual dexterity for operating office equipment and tools;
  • Personal mobility to navigate various terrains.
