Job Summary

We are seeking a highly experienced and skilled Deputy Chief Programs Officer to join our Programs Senior Leadership team at L.A. Family Housing Corp. The successful candidate will oversee all unhoused programs for the agency, ensuring effective strategies are implemented to reduce homelessness and provide a seamless service delivery experience across engagement, navigation, and interim housing.

Key Responsibilities
  • Lead the implementation of effective strategies to reduce homelessness and ensure a seamless service delivery experience across engagement, navigation, and interim housing.
  • Provide leadership and guidance to operational Program Directors, ensuring performance excellence and data compliance.
  • Oversee all unhoused programs for the agency, including 12+ sites and participants.
  • Cultivate a service delivery culture rooted in the agency's mission, vision, values, and commitment to diversity, equity, and inclusion.
  • Ensure effective communication and coordination between programs for streamlined participant services.
  • Develop and manage program budgets, monitoring revenues and expenses to ensure fiscal health.
  • Enhance and advocate for homeless services, integrating them into the agency's broader approach.
  • Collaborate with the Director of Compliance and Data for quality data collection, report reviews, and program enhancements.
  • Oversee budget administration and financial tracking in line with contractual requirements.
  • Identify and resolve risks related to underperforming contractual obligations.
  • Engage with L.A. Family Housing Corp. departments to support Programs with necessary infrastructure.
  • Maintain relationships with county entities like LAHSA and DHS to facilitate program oversight and advocate for improvements.
  • Build a presence with staff across Homeless Programs and foster new partnerships to enhance participant outcomes.
  • Provide timely input on program design, budgets, staffing, and outcomes as needed.
  • Contribute to policy development from an operations perspective.
  • Represent the agency at professional and community meetings, task forces, and coalitions.
  • Stay informed on best practices for coordinated entry and services for vulnerable populations through ongoing research and conferences.
  • Liaise frequently with nonprofit organizations and government agencies.
  • Communicate company goals, safety practices, and deadlines.
  • Promote adherence to regulations and performance goals.
  • Provide supervision, feedback, and coaching to team members.
  • Conduct performance evaluations and ensure training completion.
  • Manage employee relations and performance issues, and oversee hiring processes.
  • Develop and enforce compliance with training curricula in collaboration with the Staff Development Team.
  • Ensure standards of care in service delivery and physical environments.
  • Identify training needs and coordinate with internal and external resources to provide necessary training.
Requirements
  • Master's degree in social work, public administration, business administration, or a related field from an accredited university.
  • Minimum of 8 years' of demonstrated leadership success in developing and implementing social service programs with proven experience in program development, contract administration, fiscal management, personnel relations, and strategic planning.
  • Senior Leadership management experience and knowledge of homeless service delivery, housing programs, and regional coordination efforts relevant to serving homeless populations.
  • Comprehensive understanding of homeless populations and federal CES guidelines; understanding of integrated homeless and housing response systems in LA County.
  • Strong communication skills, effective in both fast-paced and dynamic environments; diplomatic, solution-oriented, and collaborative.
  • Proficient in analytical and strategic problem-solving; strong research, data analysis, and public speaking skills.
  • Strong organizational skills for independent, proactive work while managing multiple priorities.
  • Collaborative skills across diverse personalities and teams.
  • Policy analysis, creation, and evaluation expertise.
  • Strong analytical and problem-solving skills.
  • Understanding of intersectionality, structural and systemic racism.
  • Effective stakeholder engagement for information gathering.
  • Financial planning and budget management expertise.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook).
