THE OPPORTUNITY

LA Family Housing (LAFH) is seeking a Deputy Chief Programs Officer (DCPO), Unhoused Programs to join our Programs Senior Leadership team. The DCPO will oversee all unhoused programs for the agency and be responsible for implementation of effective strategies to reduce homelessness and ensure a seamless service delivery experience across engagement, navigation, and interim housing, overseeing 12+ sites and 1000-1500 participants. The DCPO will provide leadership and guidance to the operational Program Directors, ensuring performance excellence and data compliance.

CANDIDATE PROFILE

Candidates should possess a Master’s degree in social work, public administration, business administration or a related field from an accredited university. Education may be substituted for applicable experience. A minimum of (8) years’ of demonstrated leadership success in developing and implementing social service programs with proven experience in program development, contract administration, fiscal management, personnel relations, and strategic planning, for a comparable size or larger organization is required. Additionally, candidates should have Senior Leadership management experience and possess knowledge of homeless service delivery, housing programs, and regional coordination efforts relevant to serving homeless populations.

The strongest candidates will possess in-depth knowledge of homeless populations, systems, and programs, including local and federal policy and program guidelines for CES. Additionally, candidates should possess the following expertise, knowledge, and skills:

AGENCY CULTURE

PROGRAM IMPLEMENTATION

  • Define and execute the operational vision for Interim Housing, Housing Navigation, and Street Outreach, aligned with the CPO.
  • Cultivate a service delivery culture rooted in LAFH’s mission, vision, values, and commitment to diversity, equity, and inclusion.
  • Ensure effective communication and coordination between programs for streamlined participant services.
  • Develop and manage program budgets, monitoring revenues and expenses to ensure fiscal health.
  • Enhance and advocate for homeless services, integrating them into the agency’s broader approach.

CONTRACT PERFORMANCE

  • Ensure program compliance with performance outcomes and contractual obligations, implementing necessary improvements.
  • Collaborate with the Director of Compliance and Data for quality data collection, report reviews, and program enhancements.
  • Oversee budget administration and financial tracking in line with contractual requirements.
  • Identify and resolve risks related to underperforming contractual obligations.

PARTNERSHIPS

  • Engage with LAFH departments to support Programs with necessary infrastructure.
  • Maintain relationships with county entities like LAHSA and DHS to facilitate program oversight and advocate for improvements.
  • Build a presence with staff across Homeless Programs and foster new partnerships to enhance participant outcomes.

GRANT PARTICIPATION

  • Provide timely input on program design, budgets, staffing, and outcomes as needed.

POLICY GUIDANCE & CAPACITY BUILDING

  • Contribute to policy development from an operations perspective.
  • Represent the agency at professional and community meetings, task forces, and coalitions.
  • Stay informed on best practices for coordinated entry and services for vulnerable populations through ongoing research and conferences.
  • Liaise frequently with nonprofit organizations and government agencies.

TRAINING AND SUPERVISION

  • Communicate company goals, safety practices, and deadlines.
  • Promote adherence to regulations and performance goals.
  • Provide supervision, feedback, and coaching to team members.
  • Conduct performance evaluations and ensure training completion.
  • Manage employee relations and performance issues, and oversee hiring processes.
  • Develop and enforce compliance with training curricula in collaboration with the Staff Development Team.
  • Ensure standards of care in service delivery and physical environments.
  • Identify training needs and coordinate with internal and external resources to provide necessary training.

OTHER

  • Collaborate with the Program Leadership Team to set annual, medium, and long-term departmental goals.
  • Participate in the Programs Senior Management Team and Executive Team meetings.
  • Attend conferences as directed by the CPO.
  • Additional tasks, projects and responsibilities as assigned by supervisor

  • Extensive knowledge of homeless service delivery, housing programs, and regional coordination efforts.
  • Comprehensive understanding of homeless populations and federal CES guidelines; Understanding of integrated homeless and housing response systems in LA County.

  • Maintain and execute confidential information according to HIPAA standards.

  • Ability to pass post offer Tuberculosis (TB) clearances.
  • Travel is a regular duty for this position and is required 30% of the time.
  • Use of a personal vehicle to travel between worksites and other locations is required.
  • Must have and maintain a valid California Driver License and auto insurance in good standing.
  • Ability to work a 9/80 work schedule.
  • Ability to work on-call including weekends, evenings, and nights as needed.
  • Ability to work a hybrid work schedule.

COMPENSATION
