The City of New York is dedicated to enhancing the environment and safeguarding public health for all residents by providing high-quality drinking water, managing wastewater and stormwater, and mitigating air, noise, and hazardous materials pollution. The Department of Environmental Protection (DEP) is the largest combined municipal water and wastewater utility in the nation, employing nearly 6,000 professionals.

The Bureau of Wastewater Treatment (BWT) oversees the operation and maintenance of all facilities related to sewage treatment across the city's five boroughs. This encompasses 14 wastewater treatment plants, sludge dewatering facilities, collection facilities (including pumping stations and combined sewer overflow retention facilities), wastewater laboratories, and harbor vessels.

The DEP is seeking to appoint a Lifecycle Management Section Leader within BWT. This leader will report to the Division Chief of Long Term Planning and Budget within the Directorate of Planning and Procurement. The Lifecycle Management Section Leader will oversee a team of experts and will be tasked with formulating comprehensive, long-term master plans for individual facilities, a consolidated group of facilities, and/or wastewater process areas.

Additionally, the leader will be responsible for creating business cases for planning, design, and construction contracts aimed at maintaining state of good repair, ensuring regulatory compliance, and addressing future treatment requirements. These business cases will serve as the foundation for executing projects within BWT's capital plan and will be informed by planning activities such as master plans and Annual Facility Meetings to assess immediate needs. Adherence to a strict schedule is essential to meet BWT's capital delivery objectives.

The Lifecycle Management Section Leader will formalize and supervise the implementation of a Lifecycle Analysis Standard Operating Procedure (SOP) to support the development of project business cases that encompass the optimal scope and appropriate balance of rehabilitation, repairs, and replacements. Collaboration with members of the Capital Planning & Budget Section, Asset Management Section, and Collections and Plant Operations will be vital. The Section Leader will also contribute to BWT's continuous improvement initiatives concerning processes, workflows, and data/document management, while analyzing and developing metrics and Key Performance Indicators related to lifecycle management.

Under the guidance of the Division Chief of Long Term Planning and Budget, with significant autonomy for independent judgment, the selected candidate will serve as the Section Leader of the Lifecycle Management Section in the Bureau of Wastewater Treatment (BWT).

Key Responsibilities:

  • Supervise and lead a team of professionals in all aspects of lifecycle management.
  • Develop comprehensive, long-term master plans for specific facilities, a consolidated group of facilities, and/or wastewater process areas.
  • Create templates and guidance for master planning.
  • Conduct research and analyses in physical, biological, environmental, or engineering fields to support master planning activities and business case development.
  • Direct and manage consultant contracts that assist the Section's tasks.
  • Coordinate within BWT and across the Agency on various long-term planning issues.
  • Enhance major activities within the Section, including business case development.
  • Formulate business cases with optimal scopes of work and the appropriate mix of rehabilitation, repair, and replacement.
  • Analyze and prepare dashboards and reports to illustrate current conditions, trends, and projected future states extending beyond the capital planning horizon.
  • Develop and oversee the implementation of a Lifecycle Analysis SOP.
  • Participate in workshops and taskforces to identify and enhance workflows and standard operating procedures through the application of Lean Management, Six Sigma principles, or other management methodologies.

Minimum Qualifications:

A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, with at least two (2) years in an executive, managerial, or administrative capacity.

Preferred Skills:

Certification/license: Project Management Professional (PMP) Certification, Lean Six Sigma.
