The Office of Innovation & Technology (OIT) serves as the central IT agency for the City of Philadelphia, led by the Chief Information Officer (CIO). OIT manages all significant information and communications technology initiatives for the city, enhancing the effectiveness of the IT infrastructure to ensure that services are advanced, optimized, and responsive to the needs of Philadelphia's businesses, residents, and visitors. OIT's responsibilities encompass identifying effective strategies for implementing new IT directions across city government, maximizing the value of the city's technology assets, ensuring data security, planning for continuity in the event of IT disruptions, and supporting accountable and efficient governance across all city departments, boards, commissions, and agencies.

Position Overview

The Information Technology Division within the Department of Public Health is tasked with the maintenance and enhancement of the Department's IT systems and infrastructure. This role collaborates with colleagues and management to identify and define challenges, issues, and opportunities aimed at improving efficiency and effectiveness through IT initiatives.

Reporting to the IT Solutions Manager for the Philadelphia Department of Public Health, this technical project management role will oversee a variety of IT projects while advancing the maturity of project management practices within Health IT. The Project Coordinator will manage technology-related initiatives, coordinate IT participation in larger projects, and provide business analysis and IT guidance to various groups within the Department.

Key Responsibilities

Business Analysis and Consultation
  • Engage with stakeholders in the Department to evaluate needs and develop project/solution specifications.
  • Collaborate with stakeholders and resources within the Department, OIT, and across the City to identify and recommend optimal solutions.
  • Assist in decisions regarding project development, whether in-house, via OIT, or through the City's procurement methods.
  • Ensure alignment with existing architectural and enterprise standards.
Communication and Collaboration
  • Facilitate Health IT's involvement in larger projects and programs.
  • Develop and implement communication strategies for technology changes and rollouts.
  • Proactively engage and coordinate with stakeholders, project participants, leadership, and affected clients through various communication channels.
  • Maintain strong, collegial relationships with colleagues, departmental officials, external consultants, and vendors.
  • Under the guidance of IT leadership, create project management tools and systems within Health IT, providing coaching and training on best practices.
Project Management
  • Prepare proposals including scope, requirements, costs, cost/benefit analyses, timelines, benefits, risks, business cases, and resource needs for feedback and approval.
  • Lead the planning and execution of assigned projects; develop project plans; define and manage project scope, goals, milestones, schedules, and deliverables; assemble and coordinate project teams; manage project budgets; define contract deliverables and achieve targeted outcomes.
  • Understand project objectives, technology components, and interactions with other systems and clients, as well as the roles of each team member.
  • Consult with clients, staff, and stakeholders to address issues; organize and participate in stakeholder meetings to identify needs and foster collaboration.
  • Work with staff and stakeholders to address deficiencies and monitor work to meet established goals and objectives.
  • Report on progress, concerns, emerging risks, or issues to leadership regarding IT operations and project work, escalating as necessary.
  • Ensure project requirements are met on time, with high quality, and within budget.
  • Create and maintain comprehensive project documentation and meeting notes as appropriate for the chosen project methodology.
  • Identify ongoing costs and resource needs for maintaining selected solutions, including comparative analysis of current costs where relevant.
Professional Development
  • Adhere to IT standards, policies, and procedures while collaborating with leadership to iteratively adapt these policies in line with current IT best practices.
  • Stay informed about the latest advancements in relevant technologies and project management methodologies.
Qualifications
  • A Bachelor's degree from an accredited institution; coursework in business, IT-related fields, public health, or a related field is preferred.
  • 2-4 years of experience in managing and coordinating projects and process changes, and/or performing business analysis.
  • Experience with diverse IT projects, software development, IT Change Management processes, and/or City of Philadelphia OIT practices is advantageous.
  • Any equivalent combination of education and experience deemed acceptable by the Department of Public Health and Human Resources.
  • PMP certification is highly desirable.
Additional Information

Salary Not to Exceed: $82,600
