Position Overview

Turner & Townsend Heery is in search of a Senior Inspector/Resident Engineer to oversee civil projects.

The ideal candidate will be responsible for a range of essential functions, including:

  • Monitoring and evaluating contractor work to ensure adherence to appropriate construction methodologies.
  • Reviewing plans, specifications, submittals, drawings, change orders, and Requests for Information to ensure compliance with construction contract requirements.
  • Preparing and maintaining comprehensive documentation, including inspection logs, daily reports, materials testing, and other relevant construction records.
  • Drafting and distributing Construction Weekly Field Reports (CWPR) for project management review.
  • Maintaining digital photographic documentation of assigned projects.
  • Verifying field measurements and quantities for contract payments.
  • Facilitating communication and coordination of construction activities among contractors, tenants, other departments, and the public.
  • Leading discussions between survey teams and contractors.
  • Identifying construction challenges and proposing viable solutions.
  • Participating in the review of initial project designs prior to finalization and bidding, assisting with bid quantity take-offs.
  • Inspecting project site conditions to ensure compliance with Temporary Erosion and Sediment Control (TESC) best practices and reporting any related issues.
  • Updating design plans based on changes during construction, documenting reasons for alterations, and ensuring accuracy in representation of work performed.
  • Coordinating material deliveries and logistics, including timing and routing.
  • Documenting and tracking contractor compliance issues, initiating Non-Conformance Reports (NCRs) as necessary.
  • Assisting in managing project punch lists and providing status updates on completion progress.
  • Participating in various project meetings, including planning, preconstruction, coordination, and progress discussions.
  • Monitoring change order work in the field and approving force account work tickets.
  • Witnessing special inspections and testing of contract materials and installations.
  • Coordinating with external inspection agencies and contractors, evaluating consultant invoices for payment recommendations.
  • Managing routine shutdown requests from contractors, ensuring all necessary notifications and approvals are obtained.
  • Escorting visitors and consultants on project sites.
  • Monitoring the excavation and off-haul of hazardous materials from construction sites.
  • Ensuring project red lines and record drawings are current.
  • Maintaining up-to-date safety training and participating in site safety inspections, reporting any deficiencies or violations.
  • Attending necessary meetings to stay informed about upcoming contractor operations and safety alerts.
  • Conducting constructability reviews.
  • Participating in off-site testing and inspections as required.
  • Engaging in cost reviews and negotiations related to Maximum Allowable Construction Costs (MACC).

Qualifications

Communication Skills

  • Ability to comprehend, analyze, and interpret complex business documents and respond effectively to sensitive issues.
  • Proficient in writing reports, manuals, and presentations with a distinctive style.
  • Capable of delivering persuasive presentations on complex topics to diverse audiences.
  • Skilled in motivating and negotiating with key stakeholders to achieve desired outcomes.

Financial Acumen

  • Basic understanding of financial terminology and principles, with the ability to perform simple calculations.

Analytical Skills

  • Strong ability to analyze and interpret documents and solve problems involving multiple options.
  • Intermediate analytical and quantitative skills are required.

Education and Experience

  • Preferred BS Degree in a relevant engineering discipline with 4 years of related experience, or a degree in another field with ICC or California Inspector certification and 5 years of inspection experience.
  • 4-8 years of experience in public works projects.
  • Experience with public projects, municipal work, and small capital projects is essential.
  • Experience with Job Order Contracting (JOC) and Design-Build (DB) projects is preferred.
  • Experience in civil projects, particularly pipelines and reservoirs, is desirable.
  • CERTIFICATIONS and/or LICENSES
  • CCM, ICC or California Inspector certification, and OSHA 10-hour Construction Safety certification are preferred.

Additional Information

Salary Range: The salary for this full-time position ranges from $80k to $115k annually. This range reflects base salary only and is determined by role and level, representing a good faith effort to provide fair compensation. Turner & Townsend reserves the right to adjust this range based on candidate experience and qualifications.
