This position is located at the Programs Management Branch, Planning, Programs and Project Management Division, US Army Corps of Engineers, Portland District in Portland, Oregon.
As a Program Analyst for Civil Works projects, you will be responsible for supporting project managers and appropriation managers during development, defense, and execution of the Civil Works Program.
Key Responsibilities:
- Review the adequacy and accuracy of related cost estimates, detailed project schedules, various types of justification information, and fact sheets in support of the District's budget.
- Review and analyze program performance as compared to established goals.
- Coordinate, develop, and prepare the current year programs for each assigned project and activity.
- Monitor execution on assigned projects.
Requirements and Qualifications:
- One year of specialized experience which includes working with budgets and budget estimates as well as experience working with two or more appropriations.
- Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Business Management, Financial Management, etc.
- OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement.
Additional Information:
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- One year trial/probationary period may be required.
- Direct deposit of pay is required.
US Army Corps of Engineers:
This is a General Administration and Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable.
Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
Management may make selections at any grade level.
Promotion to the next grade will be at management's discretion following completion of time-in-grade requirements, training, fully successful performance, and acquired and demonstrated experience.
Advanced-in-Hire, Enhanced Leave Accrual, or Recruitment/Relocation incentive MAY be authorized if determined to be in the best interest of the government.
