Job Description:

The Water program in Portland, Oregon has a career opportunity for a Federal Funding Coordinator (Program Analyst 3) to provide program and fiscal administrative support for the Drinking Water State Revolving Loan Fund and other federal funding.

This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
As the Program Analyst, you will provide program and fiscal support for the Drinking Water State Revolving Loan Fund (DWSRF) and other federal funding for the program including Small, Underserved and Disadvantaged Community (SUDC), Emerging Contaminates (EC), and Lead Service Line Replacement funding. These additional funds to the program are provided by the Bipartisan Infrastructure Law (BIL) grant and the Water Infrastructure Improvements for the Nation (WIIN) Act.

Additionally, you will collaborate with the DWSRF Program Coordinator in the management of the annual capitalization grant process, manage and track program implementation, manage all quarterly

project rating and ranking processes, prepare program reports, conduct outreach and education about the program, and serve as a technical resource for partner agencies and stakeholder organizations.

The role will provide coordination of all DWS units and DWSRF team to develop and update a ranked project list. This position will lead the work effort for federal funding program development and implementation.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

OR;

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Desired Attributes:

  • High level of knowledge and understanding of Generally Accepted Accounting Practices (GAAP.
  • Experience applying for and managing federal grants, including experience with the federal audit process.
  • A college degree encompassing financial and business knowledge.
  • Experience with performing or participating in audits processes.
  • Industry experience managing or directing water system operations and infrastructure projects.
  • Certification as a water system operator or similar licensing is also beneficial.
  • Program and/or project management experience is desirable.

Working Conditions:

This position entails primarily working in a general office environment. Occasional travel statewide

maybe required to water systems and facilities to assist in determining the most appropriate

funding options and to present training, participate in meetings, workshops, and training sessions

for operators and managers of public water systems.
