Job Overview

Position Summary:

The role of the GIS Technician is crucial for fulfilling the daily Geographic Information Systems (GIS) needs of the Macon Water Authority (MWA). This position involves compiling reports, conducting GIS data analysis, creating, inputting, and converting data, as well as maintaining GIS equipment. Additionally, the technician is responsible for managing and sustaining the Cityworks Asset Maintenance and Work Management System, collaborating closely with all MWA personnel to ensure adherence to the responsibilities of the Cityworks administrator.

Key Responsibilities:

  • Utilizes the ESRI suite of ArcGIS software applications to create, convert, integrate, and maintain digital spatial data layers within the MWA GIS database.
  • Produces hardcopy maps and various cartographic presentation materials using the ArcGIS software suite.
  • Conducts digital spatial analyses on data from the MWA GIS database to support decision-making across Engineering and other MWA departments.
  • Employs GPS technology in the field to map, inventory, and ensure quality control of facilities, utilities, and other infrastructure layers.
  • Provides training to MWA employees on GPS equipment for data collection and field research.
  • Maintains GIS data dictionaries and metadata documents to comply with MWA mapping standards.
  • Coordinates with City of Macon and Bibb County employees regarding data sharing and overall GIS management.
  • Oversees the MWA's Asset Maintenance and Work Management System, ensuring all databases, servers, maps, and interfaces are maintained for operational continuity.
  • Generates reports and performs analyses on data from the Asset Maintenance and Work Management System.
  • Collaborates with MWA staff at all levels to develop and uphold workflow processes, standards, and criteria.
  • Provides troubleshooting and user support for all MWA employees utilizing GIS and the Asset Maintenance and Work Management System.
  • Designs, implements, and maintains interfaces between various systems at the MWA.
  • Leads major projects related to GIS and Asset Maintenance and Management, coordinating with external contractors and internal staff on data collection, validation, and integration.
  • Conducts training sessions for MWA staff on the use of Cityworks server and desktop applications.
  • Creates, documents, and produces training materials for classes, developing systems for ongoing education of new and existing employees in both GIS and Cityworks.
  • Communicates professionally with vendors, contractors, and consultants.
  • Supervises and coordinates GIS interns and students.
  • Provides project development, management, and support.

Qualifications:

  • A bachelor's degree from an accredited institution in GIS, Geography, Computer Science, Engineering, Information Technology, or related fields; or five years of combined experience and/or training.
  • Advanced computer application skills are required.
  • A valid Georgia Driver's License with a clean driving record is necessary.
  • Ability to analyze, query, and display spatially referenced and associated digital data in both secular and organized database formats, applying mathematical concepts to aid in problem-solving and project completion.
  • Capability to define problems, collect data, establish facts, and draw valid conclusions, interpreting various technical instructions in digital, mathematical, or diagram form.
  • Knowledge of GIS programs, software, and equipment, particularly the ESRI and AutoCAD product lines.
  • Familiarity with essential software programs for MWA functions, including the MS Office suite.
  • Skill in creating hardcopy maps and applying cartographic principles.
  • Effective communication skills in both oral and written forms.
  • Basic to intermediate knowledge of SQL server.
  • Specific and detailed knowledge of the ESRI product suite, including ArcMap, ArcCatalog, Model Builder, ArcSDE, and ArcGIS Server.
  • Familiarity with Python scripting, customizing forms in ArcPad Studio, geometric network tracing/flow analysis, VB Script, and TSQL.
  • Detailed knowledge of the asset management system Cityworks.
  • Project management experience is preferred.
  • Experience interfacing GIS (SQL) with other systems and databases.

Physical Requirements:

  • Occasional bending, stooping, crouching, climbing, or balancing may be required.
  • Ability to lift, pull, and push up to 40 pounds to waist level.
  • Use of hands for simple grasping, writing, drawing, and operating office equipment.
