Position: Lead Family Services Specialist - Stage 1 Case Management
Key Responsibilities:
We are in search of a Lead Family Services Specialist to support the supervisor and manager in implementing programs and services accessible to eligible families under California's subsidized child care initiatives. In this vital position, you will assess eligibility and facilitate the enrollment and initial certification of families qualified for subsidized child care. You will also oversee cases for program adherence and perform quality assurance evaluations of client records while assisting supervisors in refining workflows and processes for enhanced efficiency.
Qualifications and Skills:
- A Bachelor of Science/Arts degree from an accredited institution or equivalent experience in case management, human services, client/vendor management, or child development may be accepted in lieu of a degree.
- At least two to three years of experience working with families utilizing subsidized child care or similar social support services. Previous supervisory experience is preferred.
- Familiarity with County, State, and Federal provider contract requirements for Alternative Payment and Child Care Subsidy Programs is essential. Proficiency with GEARS and related systems is required.
- Ability to exercise independent judgment and discretion in analyzing facts and determining appropriate actions within standard practices. A broad understanding of contract funding terms and CSI policies and procedures is necessary.
- Exceptional communication and customer relations skills are required. Strong analytical and problem-solving abilities are essential. Attention to detail and the ability to produce timely results are crucial. Flexibility and the capacity to multitask in a collaborative team environment with a positive attitude are necessary. Strong leadership skills and the ability to engage with diverse groups and all management levels are important.
Essential Duties:
- Assess eligibility, manage family enrollment, and complete the initial certification of families eligible for subsidized child care within specified timeframes.
- Monitor cases for program compliance, ensuring documentation is accurate, appropriate, and complete. Authorize families for child care services according to agency policies within established timelines.
- Conduct quality assurance evaluations of client records.
- Assist the Supervisor in formatting, researching, and reconciling exception reports.
- Support the Supervisor in identifying workflows and processes for improvement, contributing to solutions that enhance efficiency and service quality.
- Investigate and document complaints while monitoring resolutions.
- Take a leadership role in special projects; organize activities and track progress.
- Provide backup support to staff as needed and assist management in staff development, workflow improvement, team performance, and goal achievement.
- Investigate and aid in resolving complex cases; manage Appeals and State Hearings.
- Contribute to curriculum development for ongoing Program Staff Training and assist in training new and existing staff on updated policies and procedures.
- Act as a liaison between parents, providers, government agencies, and CSI, or between parents/providers and other internal departments within CSI.
- Assist in formulating policies and procedures to comply with state and federal program requirements by providing valuable input.
- Review cases for discrepancies that may indicate potential fraud.
- Participate in work groups, committees, and ad hoc groups.
- Meet specific performance standards for the respective unit and/or department.
- Perform additional duties as assigned by the Supervisor.
