Summary Statement

This role encompasses human resource management responsibilities, overseeing the complete HR operations within DelDOT. The position involves managing and executing HR policies, procedures, and functions. Reporting directly to the HR Director, this role is crucial for strategic HR planning and execution, supporting a workforce of over 300 employees. Interaction with staff, management, and external agencies is essential to provide guidance on business processes, represent management in meetings, and ensure compliance with relevant laws and regulations.

Essential Functions

The essential functions outlined below are core responsibilities common to all positions within this classification and are not exhaustive of all duties: Interprets and applies applicable state and federal laws, regulations, and policies. Develops and recommends HR policies and procedures aligned with organizational objectives and legal mandates. Implements programs to ensure compliance with state and federal laws and operational needs of HR functions. Collects and analyzes data from various sources, effectively communicating findings. Identifies and assesses inquiries and issues, generating and evaluating potential solutions. Provides expert guidance to senior management on HR matters that align with organizational goals. Advises management on HR issues, identifying and resolving challenges. Represents the organization in meetings, negotiations, and committees. Monitors compliance with laws, regulations, policies, and budgetary requirements. Performs related duties as required.

Job Requirements

JOB REQUIREMENTS for Human Resource Manager I

Candidates must demonstrate competence in the following areas:

Applicants must possess at least one of the following:

A Bachelor's degree or higher.

OR

Four years of professional HR experience.

OR

Three years of professional HR experience AND a recognized HR certification.

In addition to the above requirement, applicants must meet all of the job requirements below:

Three years' experience in professional HR work supporting HR functions. Two years' experience in interviewing to gather facts and explore issues. One year of experience providing expertise on HR inquiries and challenges. One year of experience in developing and evaluating HR policies or procedures. Knowledge of staff supervision through coursework or practical experience.
