Job Summary

Golden State Water Company is seeking a highly skilled and experienced professional to join our team as a Public Policy and Government Affairs Manager. As a key member of our organization, you will be responsible for developing and implementing our public policy and government affairs strategy, representing our interests with various Federal, State, and local leaders, and advocating on behalf of our company with government agencies and officials.

Key Responsibilities
  • Develop and Implement Public Policy Strategy
    • Collaborate with executives to develop our public policy strategy and develop our advocacy plan and legislative agenda to meet legislative and regulatory goals, both at the State and Federal levels.
    • Monitor and report on Federal and State legislative and policy priorities, and recommend our company's actions accordingly.
  • Advocate on Legislative and Regulatory Issues
    • Advocate on legislative and regulatory issues through private meetings, public presentations, and through building coalitions to meet strategy objectives.
    • Work closely with our outside consultants and lobbyists to develop and execute our governmental affairs strategy.
  • Represent Our Company
    • Represent our company at legislative hearings and serve as our lead in interfacing with State and Federal leaders.
    • Build and strengthen relationships with Federal, State, and Local leaders representing the communities we serve, as well as leaders of relevant legislative committees, state and local regulatory agencies, and leadership positions.
  • Manage Political and Philanthropic Donation Program
    • Manage our state and local political and philanthropic donation program.
    • Oversee and participate in political and charitable fundraising events and sponsorships.
    • Develop and refine PAC efforts related to both candidates for public office and ballot measures, and create and implement a strategic expenditure plan in consultation with our lobbyists.
  • Coordinate Communication Efforts
    • Closely coordinate communication efforts with our Community and Customer Education program and vendor.
    • Ensure consistency in customer and political communications.
    • Support the Community and Customer Education vendor in media relations and responses.
  • Provide Strategic Support
    • Provide support to General Managers in meeting policy objectives at the local level.
    • Provide direction to local political issues and opportunities.
  • Represent Our Company at Industry Meetings
    • Represent our company at industry meetings, both at the local, State, and Federal level.
    • Serve on relevant industry committees, boards, and organizations to build and maintain relationships with key stakeholders.
Requirements
  • Education
    • Bachelor's Degree in political science, public policy, history, business, or related fields.
  • Experience
    • At least five years of progressively responsible experience in areas related to governmental affairs, lobbying, legislative or executive public service, or public affairs duties.
    • Experience in utilities, and general knowledge of California Water Issues and the CPUC's processes strongly preferred.
  • Skills
    • Excellent communication skills, both written and oral, and ability to influence and build coalitions and relationships.
