Company Overview

The City agency responsible for executing the development initiative in collaboration with private partners, including Treasure Island Community Development (TICD). This agency aids in the design, permitting, and construction of essential public infrastructure and oversees the permitting, inspection, and occupancy of market-rate housing. Additionally, it is tasked with the development of affordable housing projects alongside developers and operators, as well as the stewardship of future parks and open spaces.

The Treasure Island development initiative encompasses the creation of 8,000 new residences, over 500,000 square feet of commercial and office space, 290 acres of new parks, and the establishment of new streets, utility systems, and public amenities, alongside measures for geotechnical improvement and strategies for adapting to rising sea levels. Currently, three sub-phase areas are under construction on Treasure Island and Yerba Buena Island, with over 1,300 new residential units expected to be completed in the near future.

Position Overview

The following outlines the responsibilities associated with this role.

This position assists the Deputy Director of Real Estate in managing special events and commercial leasing activities that are significantly influenced by ongoing development efforts. The agency currently oversees approximately 160 commercial leases, generating substantial annual revenue. As development progresses, several commercial tenants may experience changes to their premises, including potential relocations or lease terminations. As construction advances, existing commercial spaces will be repurposed for residential use. The property management roles are temporary, as they pertain to month-to-month leases that may have limited terms. The future management of long-term leases post-construction remains uncertain.

In addition to these duties, the role involves negotiating and managing master leases with residential property managers and contractors for laydown spaces and support yards necessary for construction activities.

This position also plays a key role in identifying, securing, and managing special events, film bookings, and site permits to generate revenue and enhance recreational opportunities. The individual will serve as the primary contact for public inquiries regarding events on the island and will liaise with various City agencies to coordinate logistics for citywide and on-island special events.

Responsibilities include drafting lease and permit documents, engaging with tenants and permit holders, negotiating lease terms, and ensuring compliance with lease conditions.

Qualifications

Minimum Qualifications:

The minimum qualifications outline the education, training, experience, skills, and licenses required for this position. Additional qualifications may apply and will be specified in the job announcement.

Education:

A Bachelor’s degree from an accredited institution with coursework in real estate law, property appraisal, economics, finance, or statistics; AND

Experience:

A minimum of three (3) years of verifiable experience in the appraisal, acquisition, leasing, and sale of real property, as a right-of-way agent, property officer, or real estate appraiser within a public agency, or as a commercial property manager or broker. Experience limited to residential properties is not qualifying.

License and Certification:

A valid California Class C driver's license is required.

Substitution:

Additional relevant experience may substitute for the required degree on a year-for-year basis (up to a maximum of two years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

A minimum of ten (10) years of experience in special events and commercial real estate management, with a focus on event planning, project management, or related fields. Ability to operate a vehicle.

Additional Information

Essential Duties:

The essential duties of this position have evolved as new commercial tenants have emerged, emphasizing the organization of special events and related activities. Many tenants require oversight and coordination with other stakeholders to ensure compliance with city guidelines and minimize disruption to residents and commercial tenants.

This role will primarily involve collaboration with the developer's marketing team to plan events at newly developed facilities, alongside managing a portion of the short-term leases. Properties are leased on a month-to-month basis, with leases terminating in phases based on construction progress.

Over the next several months, the agency will need to establish master lease requirements for key properties, ensuring provisions that mandate the developer to maintain and enhance facilities throughout the lease term. The agency is committed to ensuring that retail offerings cater to residents of all income levels.

While previously responsible for budget preparation, these duties have now been reassigned. The focus now shifts to assisting the Deputy Director for Real Estate in forecasting commercial leasing revenues and managing the facilities management budget.
