Position Overview:


This role will assist the Project Lead and Procurement Lead by actively engaging in acquisition planning and procurement initiatives.

Responsibilities include the formulation and execution of acquisition strategies, procurement documentation, oversight of contract awards, and management of contractual activities.


The specialist will collaborate with management and technical teams to facilitate both pre-acquisition and post-acquisition planning and execution.

Key duties involve assisting in the preparation of Procurement Request (PR) packages, ensuring compliance with procurement requirements; reviewing Statements of Work (SOWs), specifications, and Contract Data Requirements Lists (CDRLs); coordinating with financial teams to secure funding for procurements; and diligently tracking procurement packages through the approval stages.


  • Collaborate with program, technical, and finance teams to create requirements documents and funding profiles, and respond to various data requests
  • Assist in the preparation of Request for Information (RFIs), Market Research (MR), or Pre-Solicitation Synopsis documents
  • Aid in the creation of Request for Proposal (RFP) packages that encompass Statements of Work (SOW), Performance Specifications, and CDRLs
  • Conduct Procurement Planning Conferences (PPC) and develop Procurement Planning Agreements (PPA)
  • Contribute to the formulation of Acquisition Strategies, Acquisition Plans, ISTRAP, MOPAS, and QASP documentation
  • Support the integration of acquisition strategies with overall program goals
  • Assist in the development of Justifications & Approvals (J&A), Certificate of Urgency (COU) Need Statements, and Determination and Finding (D&F) documentation.
  • Generate various spreadsheets and reports to serve as tracking tools for Program Management, as needed
  • Present relevant acquisition information during Program Management Reviews or conferences
  • Maintain organized files and data retrieval systems to support team members' access to extensive data
  • Familiarity with financial compendiums and contracting processes
  • Ability to communicate effectively and adapt in dynamic team settings
  • Knowledge of acquisition planning processes and procurement documentation development.
Strong organizational skills are essential.

  • Proficient in Microsoft Word, Excel, and PowerPoint

Qualifications:

JOURNEYMAN:

A Journeyman level candidate typically possesses 3 to 10 years of relevant experience and holds a BA/BS degree.

This level of expertise allows for independent performance of all functional duties.

SENIOR:

A Senior level candidate has over 10 years of relevant experience and holds a MA/MS degree.

This level typically involves high-visibility or mission-critical responsibilities and independent performance of all functional duties.

A Senior may also oversee the work of less experienced staff and/or be accountable for the efforts of all personnel assigned to a specific role.


Substitutions:
A Bachelor's Degree may be substituted with 6 years of additional relevant work experience. An Associate's Degree plus 4 years of additional relevant work experience may also be considered as a substitute for a Bachelor's Degree. A Master's Degree may substitute for a Bachelor's Degree with an additional 4 years of relevant work experience.

Education Requirements:
A Bachelor's degree or an acceptable substitution.

Security Clearance:
Secret (must be a US Citizen).

Work Environment:
On-site position with minimal travel requirements.

Contract Information:
This position is associated with an active, funded contract.
