The Kenjya-Trusant Group, LLC is in search of a Senior Acquisition Consultant to deliver SETA support to USCYBERCOM, focusing on the application of cyber acquisition and program management expertise to enhance the performance of command-wide initiatives and operations.
This role is integral to advancing the USCYBERCOM mission, which aims to unify cyberspace operations, fortify DoD cyberspace capabilities, and enhance the Department of Defense's cyber expertise.
Key Responsibilities:
Provide comprehensive acquisition management and support, including advising on the planning and execution of acquisition activities, strategies, policy updates, process improvement recommendations, and administrative support to various directorates.
Oversee and manage contracts related to IT, Cyber, Systems Engineering, and other relevant areas that support USCYBERCOM programs.
Draft necessary acquisition and contracting documentation to successfully compete, award, and execute various support contract types utilizing the GSA MAS (Multiple Award Schedules) program, Government Acquisitions Contracts (GWACs), Multi-Agency Contracts (MACs), and other relevant contract vehicles.
Prepare acquisition documents that are legally sound and accurately represent all technical and operational requirements for Government approval.Engage in the following acquisition lifecycle activities: a. Acquisition Planning b. Pre-Award Documentation c. Evaluation d. Post-Award e. Contract Closeout f. Updates on Acquisition Policy and Regulations g. Improvements in Acquisition Processes.
Assist the Head of Contracting Activity (HCA) and Command Program Managers (CPMs) in acquisition planning efforts.
Support the identification, preparation, and implementation of acquisition strategies and plans, draft market research strategies, prepare inquiries, analyze results, and compile market research reports.
Conduct the following activities:
a. Assist in structuring and reviewing the Pre-Acquisition Strategy Meeting (Pre-ASM) and Pre-Contract Strategy Meeting (Pre-CSM) briefings. b.
Support the Government in formulating acquisition strategies, policies, procedures, schedules, risk management plans, and decision papers in alignment with DoD and acquisition regulations to effectively manage contracts for a diverse clientele.
c.Assist in developing methods to implement long-term and annual performance measures, directly supporting command goals and objectives.
Aid CPMs with oversight activities, including preparing Contract Surveillance Plans and documenting oversight processes.Qualifications:
Citizenship: Due to the sensitive nature of this position and the information required for access, U.S. Citizenship is mandatory.
Clearance: An active TS/SCI with Poly is required.
Education:
A Master's degree in a relevant field with a minimum of 10 years of related experience is required.
Alternatively, a Bachelor's degree with an additional 2 years of experience may be accepted.
Experience:
A strong background in acquisition and contract processing is essential.
Proficiency in generating and reviewing acquisition documentation is crucial.
Experience with PEO is highly desirable.
Excellent communication skills are necessary.
Ability to manage multiple competing tasks effectively.
Proven capability to work collaboratively within and across teams.
Familiarity with technical professionals and other subject matter experts is important.
Strong skills in meeting coordination and facilitation are required.
Experience with Microsoft Office Suite products is essential.
Experience in complex cyberspace operations and/or multi-stakeholder environments is preferred.
