Job Overview

Position: Oracle Hyperion Functional Analyst

Starry Associates, Inc. is in search of a dedicated Functional Analyst to enhance our team, providing configuration and operational support for the Program and Budget Enterprise System (PBES). This role will initially require full-time presence before transitioning to a hybrid work model.

The selected candidate will act as the principal Oracle Hyperion functional analyst/business systems analyst, delivering development, operational, and maintenance support to ensure optimal system functionality. This involves troubleshooting issues for the PBES stakeholder community and designing system updates based on evolving functional requirements. Responsibilities also include investigating system outages, managing data refreshes, applying security patches, executing software and hardware updates, and enhancing business processes.

Key responsibilities include:

  • Delivering Tier 2 & 3 service desk support.
  • Evaluating current and future business processes for alignment with system architecture and design.
  • Designing application software to meet new requirements.
  • Utilizing extensive knowledge of the Agile software development lifecycle to support PBES application design and development.
  • Assisting with application re-factoring to facilitate migration to cloud services.
  • Integrating Oracle business systems with Hyperion business intelligence functionalities.
  • Conducting functional testing as needed.

Essential Qualifications:

  • US Citizenship
  • Active Secret Clearance or eligibility for a DoD Secret Clearance
  • A minimum of 7 years of experience as a business analyst with a focus on Oracle Hyperion systems, including Hyperion Planning or Hyperion Budget and Planning.
  • Bachelor's degree or equivalent experience

Preferred Qualifications:

  • Certifications in various Oracle Business Systems are advantageous but not mandatory.
  • Experience with OSD or AF PPBE.
  • Familiarity with government budget and financial systems.
  • Experience in Agile methodologies.
  • Experience with CI/CD pipelines.
  • Knowledge of Oracle Technologies, including Data Relationship Management (DRM) Suite and Oracle Business Intelligence Enterprise Edition (OBIEE).
  • A+ security certification or equivalent.
