Role Overview:

The selected candidate will evaluate the planning, programming, budgeting, and execution of IT initiatives within the Department of Air Force (DAF), ensuring alignment with the overarching governance of the IT portfolio to fulfill the Commanders Programming Guidance (CPG).

This role necessitates strategic and analytical capabilities, along with demonstrated expertise in the current DoD Strategy, Programming, Planning, Budgeting, and Execution (SPPBE) framework, as well as IT-specific resource management methodologies.

A successful candidate will possess a proven track record in decision-making and problem-solving within a dynamic setting, complemented by the ability to cultivate robust client relationships.


Key Responsibilities:


1. Assess and pinpoint financial and budgetary integration points between SPPBE and Enterprise Information Technology (EIT) to ensure synchronization across the DAF.

2. Analyze the execution of IT resources (IT Spend) against programmed and budgeted requirements, documenting variances and identifying critical areas for further investigation.

3. Review current IT spending processes within SAF/CN and propose enhancements across DAF entities (e.g., SAF/FM).

4. Develop a comprehensive SPPBE Playbook to document IT spending processes, establishing standardized procedures and definitions within SAF/CN.

5. Demonstrate proficiency in Microsoft Excel and PowerPoint, delivering professional documentation of processes, recommendations, and analytical findings to stakeholders.



Qualifications:
1. Capability to obtain and maintain a SECRET federal security clearance.
2. Minimum of FOUR (4) years of relevant experience.
3. Familiarity with government accounting principles.
4. Knowledge of Data Analytics tools and techniques.

Preferred Qualifications:
1. An ACTIVE and CURRENT SECRET security clearance.
2. Bachelor’s degree from an accredited institution.
3. Strong analytical and critical thinking abilities.
4. Experience with the PPBE process.
5. Familiarity with PBES, CRIS, and/or DEAMS.
6. In-depth understanding of DoD budget execution and accounting practices.
