We are in search of a Senior Strategy Consultant to contribute to a critical initiative supporting the Cybersecurity and Infrastructure Security Agency (CISA) National Risk Management Center (NRMC) in the domain of Critical Infrastructure Risk Analysis. The NRMC plays a vital role in CISA's mission by identifying, evaluating, and prioritizing strategic risks to national critical functions while collaborating on the formulation of strategies to manage these risks effectively.

Key Responsibilities:

  • Conduct comprehensive data analytics, including enterprise and technical architecture assessments, systems engineering, and technical support.
  • Execute risk assessments encompassing cyber and infrastructure analysis, as well as incident response strategies.
  • Align requirements, capabilities, and data to effectively comprehend and mitigate risks associated with critical infrastructure.
  • Review and analyze systems and assets to pinpoint risks that may have cascading effects.
  • Provide strategic planning support, including program management and strategic foresight.
  • Engage in analytical writing and data visualization to communicate findings.
  • Support potential increases in workload due to evolving risk management initiatives within the CISA and NRMC mission framework.

There are seventeen (17) critical infrastructure sectors/sub-sectors in the United States, whose assets, systems, and networks are essential to national security, economic stability, public health, and safety. These sectors encompass:

  4. Critical Manufacturing Sector
  5. Dams Sector
  6. Defense Industrial Base Sector
  7. Emergency Services Sector
  8. Energy Sector
  9. Financial Services Sector

  11. Government Facilities Sector
  12. Healthcare and Public Health Sector
  13. Information Technology Sector
  14. Nuclear Reactors, Materials, and Waste Sector
  15. Transportation Systems Sector
  16. Water and Wastewater Systems Sector
  17. Election Systems

Essential Qualifications:

  • Over 10 years of experience in foresight methodologies.
  • More than 10 years of experience in engineering disciplines (systems, nuclear, biochemical, civil, chemical), operations research, or advanced computing (including AI).
  • Advanced degrees in relevant fields, particularly in engineering sciences.
  • Proven expertise in risk identification, analysis, and mitigation within Critical Infrastructure Security and Resilience at the Fortune 100 C-Suite or national level.
  • Industry knowledge in anticipatory risk identification and management, including mitigation strategies.
  • Familiarity with engineered systems across the 16 Critical Infrastructure (CI) sectors.
  • Possession of TS/SCI clearance.

Preferred Qualifications:

  • Prior experience in support of National Security missions.
  • Knowledge of NRMC (National Risk Management Center) and/or critical infrastructure protection initiatives.
