Position Overview

Strategic Analysis, Inc. is seeking a Program Analyst to provide essential support for management and oversight functions associated with Department of Defense (DoD) Infrastructure (INF) and Military Construction (MILCON) initiatives.

Your contributions will be pivotal in ensuring that the Department effectively anticipates and addresses the needs related to DoD INF and MILCON, including modernization efforts for DoD laboratories and centers aimed at enhancing their capabilities for cutting-edge research and advancing defense mission objectives.


Key Responsibilities:
  • Deliver analytical and administrative assistance across all INF and MILCON activities, encompassing creation, development, coordination, management, analysis, evaluation, implementation, and sustainment.
  • Generate programmatic and technical documentation, including program summaries, presentations, data requests, reports, position papers, metrics, and action plans, while engaging in integrated process teams or other collaborative groups in support of the Director.
  • Collect and synthesize data, aiding in the formulation of responses and reports related to periodic information requests and National Defense Authorization Act (NDAA) requirements from DoD leadership, OMB, OSTP, Congress, and other stakeholders.
  • Facilitate recognition initiatives and funding opportunities for INF programs, including nominee/proposal calls, evaluations, budget execution monitoring, program data analysis, and assistance throughout the lifecycle of grants, cooperative agreements, and contracts.
  • Conduct research and analysis to evaluate current trends in INF, assessing the effectiveness of policies, statutes, and DoD Instructions related to INF development and construction initiatives across academia, industry, non-profit organizations, and federal agencies.
  • Create tracking mechanisms to manage INF and MILCON legislation and policies.
  • Assist in the development and coordination of strategic plans for DoD INF and MILCON, ensuring alignment with federal strategic objectives and national defense strategies.
  • Engage in strategic communications with internal and external stakeholders, coordinating meetings, preparing communication materials, and managing digital content.
  • Support metrics projects, identifying core technical competencies within the DoD and evaluating laboratory support for these competencies.
  • Provide administrative support to Laboratory Quality Enhancement Panel (LQEP) subgroups, including documentation of quarterly meetings and activities.
  • Contribute to the formulation of a long-term strategic plan for laboratory MILCON and recapitalization, ensuring coordination with relevant defense and policy offices.

Work Environment:
On-site work is anticipated to be minimal, with telework options available within the commuting area.

Qualifications:
Clearance: An active DoD SECRET clearance is mandatory.
Education: A Bachelor's degree in a relevant field such as science, technology, engineering, or mathematics is required. Specialized experience may be considered in lieu of specific educational qualifications.
Experience:
  • A minimum of five years of recent and relevant experience is essential, with a strong preference for experience within a DoD Service's civil engineering office or a comparable infrastructure office.
  • Proven experience in program management, infrastructure or military construction programs, or related science and technology program management and policy support.
  • Familiarity with INF policies, authorities, laws, and regulations in both laboratory and national contexts, particularly regarding development, execution, and evaluation.
  • Expertise in INF program and budget analysis, strategic communications, and comprehensive evaluations, including the development and review of funding opportunities and award documentation.
  • Strong proficiency in oral and written communication, as well as in MS Office applications including Word, PowerPoint, SharePoint, Teams, Access, and Excel.
  • Demonstrated ability to conceptualize and execute new projects independently, without detailed guidance from clients.
