Opioid Response Coordinator
The City of Alexandria is located in northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington and Fairfax counties. An Overview
The Supervisory Program Analyst / Opioid Response Coordinator provides leadership, planning, management and coordination of all aspects of the City's response to the Opioid Crisis. Plans and performs analytical, evaluative, and development work in coordination with senior city leaders, staff, and stakeholders, on issues related to the opioid crisis. Leads, plans and manages all aspects of the City's Opioid Work Group Initiatives. Coordinates the development of, and manages progress of, the OWG Work Plan, including regular data analysis, monitoring, reporting, and problem solving. Administers collection of information about effective response approaches and formulates recommendations for changes in program policies, procedures, content, methods and management processes in City departments and private partners to ensure best practice approaches to combat the crisis are being consistently utilized; represents the City at various Regional, State and Federal meetings and workgroups, and serves as the liaison to City boards and commissions.
What You Should Bring
The ideal candidate should have thorough knowledge of the prevention and treatment of substance use disorders; Ability to deliver clear and effective oral presentations to City leaders, staff and the public; Ability to write detailed, accurate reports, grants, and other documents; Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data; Thorough knowledge and understanding of the substantive nature of departmental programs and the interrelationships among them, including knowledge of the principles and practices of public administration; Analytical ability and skill in establishing mutually productive working relationships with program officials; An ability to evaluate services and make recommendations for improvement of service delivery and department operations; An ability to lead and execute a strategic planning process, including the ongoing management and reporting of goals, progress, needs and outcomes; Strong verbal and written communication skills, and ability to present information to leadership and in public; Knowledge of State and City government operations, including the theory, principles, techniques and practices of public administration, and the ability to apply them in the context of City-wide program management related to addressing substance use disorders; Knowledge of and ability to write and manage grants; Ability to analyze information from multiple sources to ensure accuracy of data, and leverage spreadsheet and statistical analysis software to store, manipulate, analyze and present data. Excellent public speaking and presentation skills; Skilled in meeting facilitation and coordination.
The Opportunity
Administers and supervises all aspects of the City's response to the opioid crisis;Coordinates and supports implementation of inter and intra-departmental initiatives related to the opioid crisis;Examines, prepares and revises guidance and recommendations to City leaders and staff on new, best practice approaches;Manages all operations of the City's Opioid Work Group and related Work Plan;Works closely with City leaders and departments to identify underutilized services or potential barriers to service for residents and families at risk of opioid use disorder and opioid overdose; makes recommendations to improve service delivery, City-wide; Drives the development and implementation of the OWG's Strategic Plan, including tracking and regular reporting;Negotiates contracts with and prepares grant application for Federal, State and/or private funding sources;Fiscal tracking and coordination of Opioid Abatement Authority funding in collaboration with City Attorney;Makes regular presentations throughout the City, Region, State and Nationally;Meets with program and management staff throughout the City to provide coordination and collaboration;Uses focus groups, surveys and other mechanisms to assess the needs of City residents and stakeholders; Prepares monthly, quarterly and annual reports;Review and evaluates data and reports submitted by City staff;Participates in Division management with senior division staff;Prepares City Council docket items;Assists with program publicity and public information campaigns;Develops and manages volunteer opportunities;Serves on a variety of Regional, State and Federal work groups and projects;Performs related work as required.
About the Department
The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.
Minimum & Additional Requirements
Four-Year College Degree; completion of college-level courses in public or business administration or statistics; three-five years of experience in program evaluation, program analysis or policy development work; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Prepared Master of Public health, or master's degree in human services field (eg. Social Work, Psychology). At least one year of experience in project management; At least one year of experience in creating and managing a community planning process, including data management and reporting; At least one year of experience working in substance use disorder treatment, including working with persons with opioid-use disorders. Must have a valid driver's license.
