POSITION TITLE: Plumbing Compliance Inspector / Building Code Compliance Manager


DEPARTMENT: Planning and Development / Utilities & Engineering FLSA STATUS: Non-Exempt

POSITION SUMMARY:

The Plumbing Compliance Inspector is responsible for performing thorough inspections of both commercial and residential construction projects within the jurisdiction to ensure adherence to state and local plumbing regulations. This role ensures that all construction activities align with the approved plans and specifications, addressing any code violations that may arise. The inspector also provides guidance to contractors and the public regarding construction codes, zoning laws, and related inquiries.


KEY RESPONSIBILITIES:

  • Evaluate architectural plans and specifications for compliance with relevant codes and ordinances; authorize permit applications for construction or renovation that meet the Illinois Plumbing Code.
  • Conduct site inspections to verify compliance with plumbing and building regulations; assess materials and construction methods to ensure alignment with approved documentation.
  • Monitor the installation and annual testing of backflow prevention devices.
  • Inspect plumbing systems to confirm the absence of cross-connections that could compromise the potable water supply.
  • Oversee the city's Cross Connection Control Program, ensuring compliance across various plumbing systems and issuing Field Inspection Reports to contractors or property owners.
  • Encourage voluntary compliance with standards, advising on necessary corrections and issuing violation notices when required.
  • Grant approval for temporary and permanent occupancy certificates based on site conditions.
  • Respond to inquiries from property owners, contractors, and architects regarding code interpretations and departmental procedures.
  • Maintain accurate records of permits, inspections, and complaints; prepare detailed reports and correspondence.
  • Engage in ongoing education to uphold required certifications and stay informed on the latest industry practices.
  • Inspect new sewer installations and replacements, ensuring compliance with regulations.
  • Perform field investigations related to potential code violations, gathering evidence and issuing corrective notices as necessary.
  • Collaborate with various departments and agencies to address code enforcement issues.
  • Provide testimony in legal proceedings as required.
  • Perform additional duties as assigned by the Director of Planning and Development.

QUALIFICATIONS:

Experience: A minimum of seven years as a licensed plumber, with substantial experience in at least one other construction discipline.


Licenses/Certifications: Must possess a valid Illinois driver's license and a State of Illinois IDPH license as a Plumber. Certification as an Illinois Plumbing Inspector and a Cross-Connection Control Device Inspector must be obtained within 18 months of employment.


SKILLS AND ABILITIES:

Comprehensive knowledge of plumbing theories, principles, and applicable regulations; strong interpersonal skills for effective communication with contractors and property owners; proficient in preparing professional reports and documentation; ability to interpret construction plans and identify deviations; and capacity to enforce codes and regulations effectively.


PHYSICAL REQUIREMENTS:

This position requires frequent standing, walking, and communication. Occasional lifting of up to 25 pounds may be necessary. The role may involve exposure to various environmental conditions.


RESIDENCY REQUIREMENT: Employees must reside within designated boundaries within six months of employment.
