POSITION TITLE: Plumbing Compliance Inspector

POSITION SUMMARY:
The Plumbing Compliance Inspector is responsible for performing thorough inspections of both commercial and residential construction projects within the jurisdiction to ensure adherence to local and state plumbing regulations. This role involves verifying that all construction aligns with the approved plans and specifications, and addressing any code violations that may arise. The inspector will also provide guidance to contractors and the public regarding construction standards and regulatory requirements.
KEY RESPONSIBILITIES:
- Examine architectural plans and specifications to ensure compliance with plumbing codes and ordinances; authorize permit applications when standards are met according to the relevant plumbing regulations.
- Conduct site inspections to confirm adherence to plumbing and building codes; assess materials and construction practices for compliance with approved documentation; may involve testing for code adherence.
- Monitor the installation and annual testing of backflow prevention devices.
- Inspect plumbing systems to ensure there are no cross connections between the municipal water supply and any contaminated sources, safeguarding the integrity of the potable water supply.
- Oversee the Cross Connection Control Program, ensuring citywide compliance through inspections of various plumbing systems and providing detailed inspection reports to contractors or property owners.
- Encourage voluntary compliance with regulations, advising on necessary corrections, issuing violation notices when needed, and conducting follow-up inspections to verify compliance.
- Authorize on-site conditions for both temporary and permanent occupancy certificates.
- Respond to inquiries from property owners, contractors, and other stakeholders regarding code interpretations, departmental policies, and general information related to construction.
- Maintain accurate records of permits, inspections, and complaints; prepare reports and correspondence as necessary.
- Engage in ongoing education to maintain certifications; participate in relevant meetings, workshops, and conferences to stay updated on best practices in building inspection and enforcement.
- Inspect new sewer installations and replacements, ensuring compliance with regulations.
- Conduct inspections and measurements for new lateral connections and sewer lateral work related to demolitions.
- Perform regular duties in accordance with established policies and procedures, with the ability to plan and enhance work processes.
- Address complaints regarding potential code violations, conducting investigations and gathering evidence as necessary.
- Meet with various stakeholders to clarify code requirements and verify compliance.
- Maintain logs and records related to inspection activities; prepare recommendations for code amendments.
- Collaborate with other departments and agencies as required.
- Provide testimony in legal proceedings as needed.
- Perform additional duties as assigned by the Director of Planning and Development.
QUALIFICATIONS:
Experience and Training:
A minimum of seven years of experience as a licensed plumber, with substantial knowledge in additional construction disciplines; or a combination of education and experience that provides the necessary skills and knowledge.
Licenses/Certifications:
Must possess a valid driver's license and a State of Illinois IDPH license as a plumber. Certification as an Illinois Plumbing Inspector must be obtained within 18 months of employment. Additionally, a license from the Illinois Environmental Protection Agency as a Cross-Connection Control Device Inspector is required within the same timeframe.
Knowledge, Skills, and Abilities:
In-depth understanding of plumbing theories, principles, and practices, as well as relevant codes and regulations. Strong public relations skills and the ability to communicate effectively with various stakeholders. Proficient in preparing reports and interpreting codes to address unforeseen situations. Competence in using technology for documentation and inspection purposes. Ability to read and interpret blueprints and identify deviations in construction practices. Strong judgment and decision-making skills.
PHYSICAL REQUIREMENTS:
The physical demands of this position include frequent standing, walking, and communicating. Occasional sitting, lifting up to 25 pounds, and exposure to various environmental conditions may be required. Specific vision abilities include close and distance vision, color perception, and depth perception.
RESIDENCY REQUIREMENT:
Employees must reside within the designated area within six months of employment with the City.
