Job Title: Water Utilities Assistant Director

Join the City of San Angelo Texas team as a Water Utilities Assistant Director. This role is responsible for directing the administrative functions of the Water Utilities Department, ensuring effective staff management and resource allocation.

Key Responsibilities:
  • Organize, direct, and evaluate Water Utilities Department programs, staff, and operations, including customer service, conservation, and special projects.
  • Coordinate directly with Water Utilities Assistant Director - Operation to align mission, workload, and planning to meet the City's goals and objectives.
  • Develop and maintain water system modeling, evaluate department capital improvement plans, master plans, and operational plans, and recommend priorities and resource allocations.
  • Prepare and manage budgets and monitor expenditures, prepare special and recurring operational reports, and recommend and implement changes to existing policies.
  • Coordinate Department functions, and ensure department programs and projects meet scope, schedule, cost, and quality requirements.
  • Interpret and explain Federal and state rules and regulations, evaluate and analyze policies and procedures, and recommend solutions.
  • Serve as a liaison between various regional organizations and state and Federal agencies to coordinate projects and resolve technical and operational issues.
Requirements:
  • Bachelor's degree in Engineering, or Business Administration, and five years' work experience in public sector utilities and civil engineering.
  • Professional Engineer license with Texas Board of Professional Engineers preferred.
  • License for water and wastewater from Texas Commission on Environmental Quality (TCEQ) preferred.

  • Ability to work independently and as part of a team.
  • Proficiency in Microsoft Office and other business software.
