Job Summary

The City of San Angelo Texas is seeking a highly skilled and experienced Water Utilities Director to lead the Water Utilities Department. As a key member of the City's management team, the successful candidate will be responsible for directing the administrative functions of the department, ensuring effective staff management and resource allocation, and providing leadership in the delivery of water services to the community.

Key Responsibilities
  • Department Leadership: Provide strategic direction and leadership to the Water Utilities Department, ensuring alignment with the City's goals and objectives.
  • Staff Management: Supervise and manage a team of staff, including customer service, conservation, and special projects.
  • Operations Management: Oversee the day-to-day operations of the department, including water treatment, distribution, and customer service.
  • Financial Management: Prepare and manage budgets, monitor expenditures, and ensure effective financial management of department resources.
  • Regulatory Compliance: Ensure compliance with state and federal regulations, including the EPA's Lead and Copper Rule and TCEQ programs.
  • Community Engagement: Foster positive relationships with the community, including customers, stakeholders, and other City departments.
Requirements
  • Education: Bachelor's degree in Engineering, Business Administration, or a related field.
  • Experience: Five years of experience in public sector utilities and civil engineering, or an equivalent combination of education and experience.
  • Licenses/Certifications: Texas Driver License, Professional Engineer license (preferred), and license for water and wastewater from TCEQ (preferred).
Preferred Qualifications
  • Technical Knowledge: Strong knowledge of civil engineering, mathematics, and physics, as well as principles and practices of water and wastewater facilities and equipment maintenance and repair.
  • Leadership Skills: Proven leadership and management skills, including the ability to supervise staff, delegate tasks, and evaluate performance.
  • Communication Skills: Excellent verbal and written communication skills, including the ability to interpret and explain technical information to non-technical stakeholders.
Work Environment

The work environment is a standard office setting, with regular and timely attendance required.
