Job Overview

GENERAL OBJECTIVE: Under minimal oversight, leads the Water Utilities Division through strategic planning, personnel management, and resource distribution; guarantees that the services of the Water Utilities Division align with the strategic goals of the City and adhere to state and federal regulations.


KEY RESPONSIBILITIES:

  • Organizes, manages, and assesses Water Utilities Division programs, personnel, and operations, including customer support, water processing, production, maintenance, laboratory services, distribution, conservation, collection, reclamation, and special initiatives; supervises Division operations to identify and address challenges.
  • Conducts regular meetings with team members to discuss and resolve workload and technical challenges; organizes, prioritizes, and assigns tasks and projects; monitors progress, develops team capabilities, and assesses performance.
  • Provides leadership, direction, and insight in operational strategies and priorities; evaluates community needs, anticipates resource requirements, and establishes long-term plans, priorities, resource needs, and objectives.
  • Collaborates with City Departments and external organizations to define and address Division challenges; ensures that Water Utilities Division programs and initiatives meet defined scope, timeline, budget, and quality standards.
  • Coordinates operations within the City, ensuring that program objectives and standards are clearly defined, achieved, and aligned with City goals and service requirements.
  • Acts as the primary advisor to the City on Water Utilities Division programs and technical matters; formulates and implements strategies to achieve objectives; interprets concerns, defines desired outcomes, develops solutions, and determines project scope and priorities.
  • Ensures effective communication; interprets and clarifies federal and state regulations; evaluates and analyzes policies and procedures, recommending improvements; ensures that Water Utilities Division activities comply with all applicable laws, policies, regulations, and safety standards.
  • Serves as a liaison between various regional organizations and state and federal agencies to coordinate initiatives and resolve technical and operational challenges.
  • Analyzes financial and resource data for the Division; develops and oversees budgets and expenditures; reviews and approves administrative, technical, and analytical reports.
  • Regular and timely attendance is essential.
  • Additional duties as assigned.

MINIMUM QUALIFICATIONS:


Education and Experience:

Bachelor's degree in Engineering or Business Administration, with five years of experience in public sector utilities and civil engineering; or an equivalent combination of education and experience.


Required Licenses or Certifications:

  • Must hold a valid driver’s license with a clean driving record.
  • Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of licensure.
  • Licensure as a Professional Engineer with the Texas Board of Professional Engineers is preferred; additional specific technical certifications may be necessary.

Required Knowledge:

  • City organization, operations, policies, and procedures.
  • Fundamentals of civil engineering, mathematics, and physics.
  • Methods and practices for engineering planning studies and specifications for civil engineering and water and wastewater projects.
  • Laws, regulations, and standards related to civil engineering construction projects, Texas water rights, groundwater, and public water systems.
  • Principles and practices of water and wastewater facilities and equipment maintenance and repair.
  • Principles of design, construction, and maintenance of public works projects.
  • Principles and practices of government project management and methods for evaluating construction contract compliance.
  • Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision.

Required Skills:

  • Analyzing infrastructure and engineering challenges, evaluating alternatives, and formulating logical recommendations based on findings.
  • Exercising initiative and independent judgment within established procedural guidelines.
  • Interpreting and applying technical standards and procedures, federal and state regulations, and City policies and procedures.
  • Developing and implementing procedures for cost-effective management of allocated resources.
  • Applying engineering theory to complex operational activities.
  • Preparing reports and reviewing designs, details, plans, and specifications of engineering projects.
  • Interpreting technical instructions and analyzing complex variables.
  • Supervising staff, delegating tasks and authority, and assessing staff performance.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state, and federal agencies.
  • Operating a personal computer utilizing a variety of business software.
  • Effective verbal and written communication skills.
