The Environmental Health Inspector I or Food Safety Compliance Specialist (understaffed Environmental Health Inspector I) will primarily conduct inspections in the Manufactured Foods South region, covering various counties.

Under the guidance of the Manufactured Foods Branch Manager, the inspector will evaluate over 40 categories of food manufacturers, including:

low acid canned goods, acidified food producers, pasteurized juice, aseptic products, bottled water, seafood, dietary supplements, bottling facilities (wine, beer, soft drinks), bakeries, re-packers, warehouses, salvage operations, and numerous other manufacturers that fall under the compliance requirements of the Texas Food, Drug, and Cosmetic Act, as well as Good Manufacturing Practices and Good Warehousing Practices regulations.

The role involves investigating unlawful activities related to food manufacturers, warehouses, re-packers, and more.

Additionally, the inspector will address complaints and emergencies involving food and drug products, collecting necessary samples, photographs, and evidence while preparing detailed technical reports that document inspection findings.

The position requires initiative and independent judgment in executing duties.

Employees will actively participate and/or serve in a supportive capacity to fulfill the agency's responsibilities in response and/or recovery during Continuity of Operations (COOP) activation.

Overnight travel may be required, and the inspector must be available to respond to emergencies as needed.

Key Responsibilities:

Regular attendance is essential, adhering to agency leave policies while performing additional assigned duties.


(60%) Conduct inspections and investigations related to food manufacturers, food wholesalers/warehouses, food salvage operations, and brokers. Provide information and assistance on food and drug-related topics as requested by citizens, regulated industries, and other local, state, and federal agencies. Execute detentions and destructions in accordance with Division policy. Issue written notices of inspectional observations for inspected facilities prior to completing the inspection. Prepare comprehensive inspection reports that may include photographs, samples, and other evidence using word processing, database, and other software.

(10%) Investigate complaints involving food manufacturers, food wholesalers/warehouses, food salvage operations, and brokers, preparing detailed reports of findings. Investigate foodborne outbreaks and document results. Conduct special investigations and other assignments as directed. Provide training, including joint field inspections and review of inspection reports.

(10%) Offer information and assistance on manufactured food-related topics as requested by citizens, regulated industries, and other local, state, and federal agencies. Prepare technical presentations for Division training programs as needed. Participate in educational programs and training provided by the division, the U.S. Food and Drug Administration, the Department, and other external training as directed. Participate in educational programs and training that may take place out-of-state.

(5%) Engage in regulatory actions, presenting technical information regarding inspections and providing testimony during hearings and court trials; prepare special reports, summaries, and exhibits for use by legal counsel during hearings and trials.

(10%) Complete electronic travel reports, monthly activity reports, time sheets, and other Division and Department reports as required. Safe operation of a state-owned or personal vehicle is necessary for conducting state business, and an acceptable driving record must be maintained.

(5%) Perform other assigned duties. Use of safety equipment is mandatory.

Required Knowledge, Skills, and Abilities:

Understanding of the theoretical and practical applications of disciplines such as microbiology, biology, biochemistry, chemistry, epidemiology, statistics, thermodynamics, nutrition, and food toxicology.

Proficiency in selecting, adapting, and applying investigative methods and negotiation techniques to conduct thorough and professional inspections.

Familiarity with State and Federal food safety laws and regulations governing various sectors of the food industry, food processing, food labeling, and distribution, including relevant sections of the Code of Federal Regulations, Texas Food, Drug, and Cosmetic Act, Texas Administrative Code, and Good Manufacturing Practices Regulations.

Knowledge of the technical aspects of inspections for different types of food and drug manufacturing, distribution, and salvaging, as well as the equipment used by these facilities and for conducting inspections.


Proficient verbal and written communication skills, including the ability to write detailed technical reports.

Competence in word processing, database, and spreadsheet software for the preparation of written correspondence, reports, and presentations.

Ability to make appropriate field decisions and to strategize the investigation process to resolve complex and sensitive situations.


Capability to organize and prioritize workload to meet deadlines.

Ability to provide personal transportation for conducting inspections, receiving training, responding to emergencies, and fulfilling other job responsibilities.

Willingness to occasionally work outside of standard hours and adjust work schedules to accommodate workload, as well as being available for emergency or disaster response (24-hour on-call availability).

Capacity to perform inspection work that may involve: using ladders or catwalks to access equipment, lifting/carrying up to 50 lbs, pulling/pushing as needed, standing for extended periods, identifying rodent and insect contamination, and reading labels with small print during inspections.


Willingness to travel as necessary to meet program requirements.
