The Environmental Health Inspector I, also referred to as an Environmental Protection Specialist, will primarily conduct inspections within the Manufactured Foods sector, focusing on various food production facilities.
Under the guidance of the Manufactured Foods Branch Manager, the inspector will evaluate over 40 categories of food producers, including but not limited to:low acid canned goods, acidified food processors, pasteurized beverages, aseptic food manufacturers, bottled water suppliers, seafood processors, dietary supplement manufacturers, bottling operations (including wine, beer, and soft drinks), bakeries, re-packers, warehouses, salvage operations, and numerous other facilities ensuring compliance with relevant food safety laws and regulations.
The role also involves investigating illicit activities related to food production and storage facilities.In addition, the inspector will address complaints and emergencies related to food and drug products, collecting necessary samples, photographs, and evidence, while preparing detailed technical reports that document inspection findings.
The position requires initiative and independent judgment in executing responsibilities.Employees are expected to actively engage in the agency's responsibilities during emergency response and recovery efforts.
Overnight travel may be required, and the inspector must be available for on-call duties in emergency situations as necessary.Essential Job Functions:
Regular attendance and adherence to the agency's leave policy are essential, along with the performance of additional duties as assigned.
(60%) Conduct inspections and investigations of food manufacturers, wholesalers, salvage establishments, and brokers. Provide information and assistance on food safety topics as requested by the public, regulated industries, and other governmental agencies. Execute detentions and destructions in accordance with Division policies. Prepare and issue written notices detailing inspection findings prior to concluding inspections. Generate comprehensive inspection reports that may include photographs, samples, and other documentation using various software tools.
(10%) Investigate complaints related to food manufacturers and warehouses, preparing thorough reports of findings. Address foodborne illness outbreaks and document results. Conduct special investigations and assignments as directed, including providing training through joint field inspections and review of inspection reports.
(10%) Offer information and assistance on manufactured food topics as requested by the public and other agencies. Develop technical presentations for Division training programs as needed. Participate in educational programs and training offered by the division and external organizations.
(5%) Engage in regulatory actions, presenting technical information during inspections and providing testimony in hearings and trials; prepare special reports and exhibits for legal counsel.
(10%) Complete electronic travel reports, monthly activity logs, time sheets, and other required documentation. Safe operation of a state-owned or personal vehicle is necessary for conducting official duties, and a clean driving record must be maintained.
(5%) Perform other assigned duties. Use of safety equipment is mandatory.
Knowledge Skills Abilities:
Understanding of microbiology, biology, biochemistry, chemistry, epidemiology, statistics, thermodynamics, nutrition, and food toxicology.
Proficiency in selecting and applying investigative methods and negotiation techniques for thorough inspections.
Familiarity with State and Federal food safety regulations governing various sectors of the food industry, including applicable sections of the Code of Federal Regulations and the Texas Food, Drug, and Cosmetic Act.
Knowledge of the technical aspects of food and drug manufacturing inspections and the equipment used in these facilities.
Strong verbal and written communication skills, including the ability to produce detailed technical reports.
Proficiency in word processing, database, and spreadsheet software for report preparation and correspondence.
Ability to make informed field decisions and effectively plan investigations to address complex situations.
Capacity to organize and prioritize tasks to meet deadlines.
Ability to provide personal transportation for inspections, training, and emergency responses.
Willingness to work outside regular hours and adjust schedules as needed for workload demands, including being available for emergency response.
Capability to perform physical tasks associated with inspections, including lifting, climbing, and identifying potential hazards during evaluations.
Willingness to travel as necessary to fulfill program requirements.
