Fiscal Operations Manager Job Description

UC San Diego is seeking a highly skilled Fiscal Operations Manager to join our team. As a key member of our Colleges Business Office, you will be responsible for providing financial management and analytical support to the undergraduate colleges and their consolidated business office.

Key Responsibilities:

  • Provide high-level analytical support to the Chief Administrative Officer, Provosts, and College leadership in areas such as permanent budget and staffing, payroll, and other expenditures.
  • Perform complex analysis, determining appropriate data sources, and creating reports used by management for decision-making.
  • Responsible for financial management of the Undergraduate College annual allocations and expenditures, totaling approximately $25M annually.
  • Independently responsible for oversight of the permanent budget and staffing for all Undergraduate College units.
  • Provide expert recommendations to CAO regarding management of permanent staffing.
  • Provide training to Colleges about permanent budget and all aspects of financial transactions and reporting as needed.
  • Responsible for oversight of the full scope of financial management activities for all seven undergraduate colleges under Vice Chancellor area of Academic Affairs.

Requirements:

  • Experience and demonstrated knowledge of finance, general accounting practices, business management, fund accounting, audit trails, and use of cost/recharge centers.
  • Demonstrated ability to develop and manage budgets and adapt objectives to changes in resources.
  • Demonstrated ability to take a comprehensive approach to deal with planning and operational issues in terms of current complexities and interactions as well as long-term consequences.
  • Demonstrated leadership, supervisory, and consensus-building skills.
  • Proven ability to collect and analyze data, investigate, comprehend, and compile financial, budgetary, and program data interpreting policies and procedures and apply them to routine/complex/unique situations.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Demonstrated ability to establish appropriate internal controls and operate effectively within a control environment.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
